Anne Guthrie DATE: 28 July 2000 APPLICANT: Martha Matthews ADDRESSES: 1320 Cumberland COA REQUEST: Install new asphalt roof and rehab exterior due to fire and tornado damages PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The property is located south of I-630 on the northwest corner of 14th and Cumberland streets. It is two -storied wooden siding single-family home. The Queen Anne structure with Stickley architectural features was constructed ca. 1894; its historical name is the Chisum House. It is a contributing structure in the MacArthur Park Historic District and is on the National Register of Historic Places. The 1978 architectural survey of the MacArthur Park and Governor's Mansion areas evaluated the structure as being level I of architectural significance, which is "considered irreplaceable and should be preserved and protected to prevent a loss of historic resources." The home has been occupied by the present owner for several years. The home sustained roof and siding damage from the 1999 tornado; this spring, while repairs were underway, a fire broke out in the attic and incurred additional damages. There are interior damages as well due to the fire and water. The request for a new roofing material is due to the damage and subsequent removal of the slate due to the fire. While plans illustrate a slate roof, the replacement materials are an architectural styled asphalt shingle that emulates slate in thickness, shadow line, etc. Due to the high costs of slate, the applicant proposes to install an architectural asphalt shingled roof. NEIGHBORHOOD IMPACT AND REACTION: At the time of distribution, there were no objections, by letter or phone, to the applicant's request. STAFF RECOMMENDATION: It is staff recommendation that the request for the asphalt shingled roof be approved, replacing the original slate, on condition that the new roof emulate slate as closely as possible in profile, shadow line, etc. be an architectural styled shingle have detailed information submitted for the files Should there be changes to the roof or exterior rehabilitation other than what was presented, staff will be notified and appropriate measures taken.
