Tom Wittenbere In accordance with the Secretary of the Interior's (S01) Standards for the Rehabilitation of Historic Properties, we have reviewed the submittal to assess the potential impact of the undertaking. The proposed treatment is consistent with Sol Standards for Rehabilitation #9, and #10: it does not damage or modify historic fabric and is differentiated from the historic fabric, additionally, the storm windows can be easily removed in the future with little to no damage to the historic fabric. The National Park Service, Preservation Brief #9, The Repair of Historic Wooden Windows, addresses weatherization. According to the Brief, "The use of exterior storm windows should be investigated whenever feasible because they are thermally efficient, cost-effective, reversible, and allow the retention of original windows." Therefore, the QQA recommends approval of the installation of the exterior storms as specified, Allied One Lite, with the condition that the trim is painted to match the window trim to appear as unobtrusive as possible.
