Dear Mr. Carney:
Thank you for speaking with me today regarding the above-referenced property. I am the owner of Dilks
Property Investments, LLC, the entity that recently purchased the lovely property at 1008 Cumberland
Street, Little Rock, AR 72202 ("the Property',). Asyou are likely aware, the property is a 117 year old house
that was converted to commercial office space in 1978. I have attached the Application for Conditional
Use Permit from Octobet 23,1978. lt is my understanding that a group of architects occupied the space
for some years and then a psychiatrist owned and used the property most recently. She rented many of
the offices to other practicing clinicians and also to at least one masseuse. I purchased the property on
December 21,2017.
The Property, a two story building divided into 6 offices,2 waiting areas,2 half baths and 2 small
breakroom areas, is suitable only for office use. There is no full kitchen or bathing facility on the property.
A copy ofthe Floor Plan is attached. The Property has approximately 2,872 square feet ofuseable space.
30% of the space js used by Dilks Law Firm and 23% of the space is occupied by The Lash eueen. The
common areas comprise 47% of the space, as the tenants share the large conference foom on the 2nd
Dilks Law Firm is a legal entity registered to do business in the State of Arkansas beginning in 2013. The
practice focuses primarlly on bankruptcy and debt negotiation matterc. Two attorneys and 1 paralegal
occupy the space. Much like a psychiatrist's office, numerous clients visit the office each day, though no
soliciting is allowed and attorneys meet with cljents by appointment only.
Similarly, The Lash Queen business also sees numerous clients each day by appointment only. The Lash
Queen is owned by Karla Runner and is a legal entity registered to do business in the State of Arkansas.
Mrs. Runner and one fulltime aesthetician occupy the space. They provide aesthetician services, jncluding
lash applications, facials and skin treatments. There is room for expansion should she decide to add
anotherfulltimeaesthetician.TheLastQueenoccupiesthe2ndFloorofthepropertyandusesthewaiting
area on thatfloor. The conference room isjointly used bV both tenants as needed.
As the owner ofthe Property, I am asking that Djlks Law Firm and The Lash queen be allowed to occupv
and utilize the Property for their respective businesses pursuant to the existing Conditional Use permit
previously issued for the Property. As the businesses as set forth are similar to the psychiatrist,s office
and architectural firms that previously occupied and operated at the property, it seems that there is little
or no change regarding the use of the property. The property has not been remodeled for the new
occupants use, only fresh paint and new flooring have been added.
Should the commission require an application, I respectfully request that I be allowed to submit the
application through and until March 15, 2018, to be heard at the next public Hearins and Site plan
Committee Meeting. Time is ofthe essence regarding this matter.
