Dale,
You are correct about the need to recuse. The “Area of Influence” describes the area where property values could be
affected by the outcome of a COA application. Since you own property in the Area of Influence, you have a financial
interest in the outcome of the application and should, therefore, recuse.
If you attend the meeting long enough to vote on the minutes, your recusal will not be counted as an absence.

Debra should really answer this question since you are in the Area of Influence. I have included her on this email. If you
are going to recuse, my question would be if you would come just to vote on the minutes. A commissioner can miss
three meetings a year.
