Re: 521 – 523 E 8th Street
Dear Ms. Bonar:
The tax assessor of Pulaski County shows you as the owner of the North 82 3’ of lot 11
and 12, Johnson Block of the City of Little Rock known as 521 - 523 East 8th Street
Street. This property is within the MacArthur Park Local Ordinance Historic District and
is subject to all rules and regulations of that district.
Please accept this letter as formal
notice that construction activity at
521 - 523 East 8th Street was also
carried out in violation of state law
requiring that a Certificate of
Appropriateness (“COA”) be
obtained prior to making alterations
to a structure located in a local
ordinance historic district. Our
records indicate that framing to
enclose a porch was started without
a current building permit and were
installed in violation of
this COA requirement. To bring
your property into compliance with
state law, you must either remove
the framing materials to the
structure or obtain a COA from the
Little Rock Historic District
Commission by filing an application
and fulfilling all requirements
thereof. You may obtain one online
at https://www.littlerock.gov/for-
businesses/planning-and-
development/divisions/applications/

Failure to obtain a COA and a building permit (if applica ble) for the porch framing will
result in referral of this matter to the Zoning Enforcement Division of the City of Little
Rock Planning and Development Department for enforcement proceedings in the City of
Little Rock Municipal Court.
Please call me on my direct line at 371-4789 to get this matter resolved. If I can assist
you on getting this property on the next agenda, please let me know. Our filing
deadlines are posted on the web and are generally the first Friday of each month.
Sincerely,
Brian Minyard
