This property is within the MacArthur Park Local Ordinance Historic District and is subject to all rules and regulations of that district. Please accept this letter as formal notice that construction activity at 521 - 523 East 8th Street was also carried out in violation of state law requiring that a Certificate of Appropriateness (“COA”) be obtained prior to making alterations to a structure located in a local ordinance historic district. Our records indicate that framing to enclose a porch was started without a current building permit and were installed in violation of this COA requirement. To bring your property into compliance with state law, you must either remove the framing materials to the structure or obtain a COA from the Little Rock Historic District Commission by filing an application and fulfilling all requirements thereof.
