Dear Mr. and Mrs. Hinson,
Your application HDC18-014 for Infill House, at 407 E Daisy Bates Drive will be heard
before the Historic District Commission on August 13, 2018. The hearing will be held in
the Board Room at City Hall at 500 West Markham on the second floor. The meeting
will begin at 5:00 p.m.
Your application will be item Two on the agenda. You or your agent must be present in
order for the item to be heard.
Please follow directions exactly when giving ten days’ notice to all property owners as
stated in the application on page 3 instructions #4 and #5.
On your application, you stated that your agents would be Brent Hopkins and Tim
Hankins. If either of you two cannot be present at the August 13, 2018 hearing, you will
need to complete the Authorization of Representation Statement at the end of the
application packet and return that to me. That would allow them to make decisions for
you in your absence at the commission meeting. If that is not the case, there is no need
to fill out the form. You can ask them to come to the podium during the hearing ite m to
clarify some aspect of the design if needed which would not require filling out the form.
The application form states that “A description of materials for all exterior surfaces listed
above shall be provided to Staff at time of filing. Web site addresses are appropriate but
cut sheets of individual materials are preferred.” The following information will need to
be submitted to Staff by July 23, 2018 to complete your filing. If you are not including
any of the items below, please respond with “not applicable”.
Foundation: List materials, finishes, and height. This appears to be covered with brick
on the main house but not noted on the garage.
Steps to house: Provide materials and finishes and provide sketch of handrails.
Walls: Your drawings state brick and metal siding. Please state manufacturer, model
number, and color of brick. Please state manufacturer, model number, and color of the
metal siding, orientation, and finish. Also, state size, material, finish, and model number

of any trim boards around doors and windows. Include floor to ceiling height on all
floors and porches.
Windows: Specify manufacturer, model number, finish, and size for all windows.
Doors: Specify brand, model number, finish, and size for all exterior doors.
Lighting: Specify location, brand, model number, finish, and size for all exterior lighting
either affixed to house, garage, or freestanding. If these are recessed can lights, please
note.
Gutters: Show locations of gutters on elevations with size and materials of guttering
and downspouts.
Mechanical Systems: State location of any exterior air conditioning/heating system
units. State location of all utility meters: gas, electric, cable boxes, etc.
Satellite Dishes: State location and details on any satellite dish. If not using a dish,
please state so.
Roof: Provide pitch of all roofs and depth of all eaves.
Roofing: Provide a manufacturer, model number, finish, and size for all roofing
materials.
Chimney: Please specify brand, model number, finish, and size on the metal spark
arrestor.
Solar Collectors: Provide details on locations, size, material, and finish.
Fencing on site: Provide details and locations on fencing, size, material, and finish.
Site Plan: Provide site plan with dimension of setbacks on house, garage, and fencing
if modified from original proposal.
Walks/Sidewalks/Drives: Provide information on city sidewalk repair or replacement.
Provide information on any private sidewalks and vehicular drive/parking pads with size,
materials, and finish.
Landscaping: Provide details on any wall, planting bed border, or any other fixed inert
building material used in permanent landscaping structures.
Elevations: Submit dimensioned elevations for height and width of all elevations.
Garage: Provide all information listed above for garage.
The above list was generated from Sections III - VII in the MacArthur Park Historic
District Guidelines for Rehabilitation and New Construction December 2016. Failure to
provide all information requested above in a complete manner before 5:00 pm July 23,
2018, will result in a Staff recommendation of Deferral on this application.

There is an issue with the
separation between the
house and the studio-
garage which may affect
placement of the garage
and/or the overhang of the
garage. This needs to be
addressed. The garage-
studio space shall have a
six foot separation
between it and the house
including posts and
overhangs. That distance
is measured from twelve
inches up on both
structures. The steps and
porch to the house count
as part of the house as
well as the porch and post
count on the studio-
garage. If you slide the
garage to the east, you will
still need to consider the
overhang of the studio-
garage for it to have a six
feet separation from the
porch. Staff can sign off
on the front yard setback as long as there are no other variances sought. Staff can sign
off on a covered walkway as long as there is proper separation between structures.
