Land Use Plan amendment in the Central City Planning
from Single Family to Mixed Use.
Planning Staff recommends approval.
Planning Commission meeting on March 18, 1999 (11-0-0 in
favor). Notices were sent to the following neighborhood
associations: Meadowbrook Neighborhood Association, Central
High Neighborhood Association, South End Neighborhood
Association, Wright Avenue N.A., East of Broadway N.A.,
Capitol Hill N.A., Community Outreach N. A., South Little
Rock Community Development, and South End Neighborhood
Developers. Staff received one comment from area residents.
Though not a collector street, Battery Street functions as an
entrance to the neighborhood to the north, the Centennial
Neighborhood. Farther to the north, Battery has a median lined
with larger homes. It would be logical to allow non-residential
uses that are compatible with the neighborhood to be located on
that entry corridor. This application would recognize the
existing POD to the southeast which has assembled several lots.
Although the POD is not currently in operation, Staff views this
an opportunity to encourage development on this site for a
mixed use project.

Prompted by this Land Use Amendment request, the Planning
Staff expanded the area of review to include the area to the
south and east to include the southern two -third of the block
bounded by Roosevelt Road, Battery, 24th, and Wolfe. This
addition would include the POD to the southeast and one
additional residence to the south. It is thought that the
additional area would make the boundaries more logical.
The property is currently zoned R4 and is approximately .16
acres in size. The expanded area is approximately 2.0 acres in
size. To the west is Mitchell School, zoned R4 CUP and shown
as Public Institutional on the plan. The areas to the north, south
and east are all shown as Single Family on the Land Use Plan
and zoned R4.

PROPOSAL / REQUEST:
Land Use Plan amendment in the Central City Planning District
from Single Family to Mixed Use. The Mixed Use category provides
for a mixture of residential, office, and commercial uses to
occur. A Planned Zoning District is required if the use in not
wholly residential.
Prompted by this Land Use Amendment request, the Planning Staff
expanded the area of review to include the area to the south and

Roosevelt Road, Battery, 24th, and Wolfe. This addition would

CURRENT LAND USE AND ZONING:
The property is currently zoned R4 and is approximately 0.16
acres in size. The expanded area is approximately 2.0 acres in
size. To the west is Mitchell School, zoned R4 CUP and shown as
Public Institutional on the plan. The areas to the north, south
and east are all shown as Single Family on the Land Use Plan and
zoned R4.
RECENT AMENDMENTS:
January 16, 1996, a change from Single Family to Public
Institutional at the 14th and Park Street intersections.
December 21, 1993, various changes in an area from 22nd to 26ths
Streets from Izard to Main Streets.
November 16, 1993, a change from Single Family to Mixed Use at
the Chester and Wright Avenue intersection.

MASTER STREET PLAN:
Roosevelt is shown as a Principal Arterial and Battery is shown
as a residential local street on the plan.
PARKS:
This site is not close to any parks.

BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That Single Family for a portion of the
block bounded by Roosevelt Road, Battery, 24th and Wolfe
Streets be amended to Mixed Use on the Land Use Plan.
