3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO SUBMIT
4 THE APPROVED AMENDED 2016-2020 CONSOLIDATED PLAN AND
5 THE 2020 ANNUAL ACTION PLAN FOR CDBG,HOME,HOPWA,CDBG-
6 CV AND HOPWA-CV ENTITLEMENT FUNDS TO THE U.S.
7 DEPARTMENT OF HOUSING & URBAN DEVELOPMENT; AND TO
8 EXECUTE AGREEMENTS WITH APPROVED APPLICANTS; AND FOR
9 OTHER PURPOSES

11 WHEREAS,as the City has access to CDBG, HOME, and HOPWA Funds on an annual basis; and a
12 supplemental allocation of CDBG-CV and HOPWA-CV Funds; and,
13 WHEREAS, the use of these monies mandates that an action plan be submitted in accordance with
14 requirements of the Title I of the Cranston-Gonzalez National Affordable Housing Act of 1990 and is
15 normally submitted by November 15`h for the Program Year beginning January 1, 2020; however, U.S.
16 Department of Housing and Urban Development (HUD) is allowing grantees to submit plans until final
17 grant amounts are determined; and,
18 WHEREAS,HUD will provide updated allocation amounts and will require an electronic submission
19 of the plan upon request on or before August 16,2020;and,
20 WHEREAS, after extensive public discussion and citizen participation including neighborhood
21 meetings,and a public hearing a plan has been developed for submission.
22 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1: The City Manager is authorized to submit the Amended 2016-2020 Consolidated Plan and
25 2020 Annual Action Plan for CDBG,HOME,HOPWA,CDBG-CV,AND HOPWA-CV Entitlement Funds
26 to the U. S. Department of Housing&Urban Development, in accordance with requirements of the Title I
27 of the Cranston-Gonzalez National Affordable Housing Act of 1990 and is normally submitted by
28 November 15`h for the Program Year beginning January 1, 2020; however, HUD is allowing grantees to
29 submit plans until final grant amounts are determined; and,
30 Section 2: The projected uses of these funds were approved by the adoption of Little Rock, Ark.
31 Resolution No. 15,211 (April 28,2020).
32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
33 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
34 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect

1 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
2 OF LITTLE ROCK,ARKANSAS:
3 Section 1. The City's CDBG,HOME,and HOPWA Entitlement Funds,Little Rock,Ark.,Resolution
4 No. 15,170 (February 18, 2020) along with projected program income for the 2020 Program Year total
5 Three Million,Three Hundred Forty Thousand, Five Hundred Eleven and 62/100 Dollars($3,340,511.62).
6 The CDBG-CV and HOPWA-CV for the 2020 Program Year total Nine Hundred Sixty Thousand, Two
7 Hundred Sixty-Five Dollars($960,265.00).
8 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
9 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
10 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
11 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
12 resolution.
13 Section 3. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
14 hereby repealed to the extent of such inconsistency.
