HomeMy WebLinkAbout15211 1 RESOLUTION NO. 15,211 2 3 A RESOLUTION TO APPROVE THE INCLUSIONS OF TENANT-BASED 4 RENTAL ASSISTANCE, CDBG-CV AND HOPWA-CV IN THE CDBG, 5 HOME AND HOPWA SOURCES AND USES OF THE PROJECTED 2020 6 FUNDS IN THE CITY OF LITTLE ROCK'S ANNUAL ACTION PLAN; 7 AND FOR OTHER PURPOSES. 8 9 WHEREAS,as a part of the Annual Action Plan which must be submitted to the U.S. Department of 10 Housing&Urban Development("HUD"), the City must suggest the sources of uses of certain funds to be 11 received from HUD; and, 12 WHEREAS,the 2020 Annual Action Plan is submitted in accordance with requirements of the Title I 13 of the Cranston-Gonzalez National Affordable Housing Act of 1990 and is normally submitted by 14 November 15th for the Program Year beginning January 1, 2020; however, HUD is allowing grantees to 15 submit plans until final grant amounts are determined;and, 16 WHEREAS, the City requests approval to include CDBG-CV supplemental allocation of Eight 17 Hundred Seventy-Nine Thousand, Forty-Nine Dollars ($879,049.00), HOPWA-CV supplemental 18 allocation of Eighty-One Thousand, Two Hundred Sixteen Dollars($81,216.00)and Tenant-Based Rental 19 Assistance as an activity in the 2016-2020 Consolidated Plan and 2020 Action Plan with a re-allocation 20 One Hundred Five Thousand, Two Hundred Seventy-Two and 40/100 Dollars ($105,272.40) of 2020 21 CHDO HOME Funds to Tenant-Based Rental Assistance; and, 22 WHEREAS,the Consolidated Planning Committee has recommended the inclusion of CDBG-CV and 23 HOPWA-CV "CARES Act" and Tenant-Based Rental Assistance activity in the 2016-2020 Consolidated 24 Plan, 2020 Action Plan, and sources and uses of the City's 2020 Community Development Block Grant 25 Entitlement Funds; and, 26 WHEREAS,the City's CDBG,HOME,and HOPWA Entitlement Funds along with projected program 27 income for the 2020 Program Year total Three Million, Three Hundred Forty Thousand, Five Hundred 28 Eleven and 62/100 Dollars($3,340,511.62); and, 29 WHEREAS,Public hearings have been conducted during the process to allow a maximum of citizen 30 input and the Consolidated Planning Committee selected the attached projects to be funded during the 2020 31 Program Year; see attached Exhibit A; and, 32 WHEREAS,the City's CDBG-CV and HOPWA-CV for the 2020 Program Year total Nine Hundred 33 Sixty Thousand,Two Hundred Sixty-Five Dollars($960,265.00). ]Page 1 of 3] 1 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 2 OF LITTLE ROCK,ARKANSAS: 3 Section 1. The City's CDBG, HOME,and HOPWA entitlement funds, Little Rock, Ark.,Resolution 4 No. 15,170 (February 18, 2020) along with projected program income for the 2020 Program Year total 5 Three Million,Three Hundred Forty Thousand,Five Hundred Eleven and 62/100 Dollars($3,340,511.62). 6 The CDBG-CV and HOPWA-CV for the 2020 Program Year total Nine Hundred Sixty Thousand, Two 7 Hundred Sixty-Five Dollars($960,265.00). 8 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 9 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 10 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 11 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 12 resolution. 13 Section 3. Repealer.
