First the `Design Overlay District', this is a zoning mechanism, which changes the way you would develop or redevelop your property. The building setback, landscaping and signage requirements of the zoning ordinance would be modified. Attached to this letter you should find a sheet with the `concepts' of what is being considered. If approved these changes would only effect new construction, no one would be required to make the changes unless you were to build something new on your property, then they would have to follow them. Please review the `concepts' and re rn comments on them to the Planning and Development Department so that the might be considered prior to any action being taken. The group, which developed the `concepts', also has suggested that changes to the City Land Use Pan and zoning be considered within this area. The suggested change would be in the area of Confederate Boulevard and Roosevelt Road and would be to change the Land Use Plan to Mixed Use from Server Trades and Light Industrial. The zoning change would be to change some I-2, Light Industrial zoned areas in the same area to C- 1, Neighborhood Commercial -- a limited commercial zoning. If it decided to peruse these changes the affected property owners would be notified prior to any action being considered. Please take a few minutes and consider the proposed changes and let us know your opinions on them. Sincerely, _ Walter Malone, AICP Planning Manager Granite Mountain Overlay Concepts SETBACK: A uniform front -yard (street) setback requirement of from fifteen (15) to twenty-five (25) feet, with a minimum 10 feet of landscaping. Parking should be limited to the side and rear of the lot. LANDSCAPE/STREETSCAPE: On Confederate and Roosevelt a more `urban' look should be required with street trees, large sidewalk and a small `intense' landscaped area against the building. Along Springer Boulevard there should be a more suburban or rural feel. Instead of a sidewalk, a `trail' would be used. The trail should be eight (8) to ten (10) feet. The sidewalk should be around eight (8) feet with a five-foot `Tree Zone' along the Roosevelt and Confederate. The list of allowable trees and bushes follows: Sugarberry, Green Ash, American Sycamore, Southern Red Oak, Water Oak, Willow Oak, Shumard Oak, Loblolly Pine, Blackgum, American Holly, Serviceberry, American Hornbeam; Redbud, Flowering Dogwood, Parsley Hawthorn, Mayhaw, Green Hawthorn, Possumhaw, Yaupon Holly, or approved equivalent by the Urban Forester in consultation with the Plans Development Administrator. All landscaped areas should be maintained as required in the Landscape ordinance. Infiltration trenches shall be within the planting strip in meandering or untraditional ways. Swales along Springer Boulevard shall be included at a 3:1 slope and designed to retain (hold) water during large storm events. The swale shall be vegetated with `Cells' to reduce water velocity. Swale design shall result in ponding of no more than one foot in depth. Trees greater than twelve (12) inches in diameter, measured at four and one-half (4.5) feet above the ground, shall be protected from removal and damages in future development of the district. Any development within fifty (50) feet of any such tree shall be reviewed prior to development to assure protective measures are included and in place. SIGNAGE: no `Off -premise' signs should be allowed. No pole -mounted signs should be allowed on Confederate or Springer Boulevards (monument signs only) with a sign height maximum of 6 feet. Sign area of no more than thirty (30) square -feet. OUTDOOR LIGHTING: A lighting plan shall indicate the location, type, intensity, and height of luminaries including both building and ground -mounted fixtures. Description of the luminaries, including lamps, poles or other supports and shielding devices, which may be provided as catalogue illustrations from the manufacturer. Lighting shall be shielded so as to direct light below a horizontal plane running through the lowest point on the fixture where light is emitted. Outdoor lighting that is employed only between sunset and 11:00 PM by an automatic shut-off service is exempt. Fixtures shall be high intensity type such as high-pressure sodium. Maximum height for mounting lighting fixtures shall be twenty (20) feet. PAVED SURFACES: In order to conserve our natural resources and minimize flooding and pollution due to large amounts of impermeable surfaces, vehicular use areas may be surfaced with porous materials. Vehicular use areas that are made of porous materials must be low use, specifically may not be loading areas, primary parking areas, driveways, etc. The Plans Development Administrator must approve any alternative surface treatment to that described in Section 36-508 at the time of building permit review. VARIANCE PROCEDURE: the Planned Zoning District process is required for any variance requests to the overlay. Definitions of Land Use and Zoning Classifications LAND USE: Light Industrial — This category provides for light warehouse, distribution or storage uses, and/or other industrial uses that are developed in a well-designed "park like" setting. Service Trades District — This category provides for a selection of office, warehousing, and industrial park activities that primarily serve other office service or industrial businesses. The district is intended to allow support services to these businesses and to provide for uses with an office component. A Planned Zoning District is required for any development not wholly office. Mixed Use — This category provides for a mixture of residential, office and commercial uses to occur. A Planned Zoning District is required if the use is entirely office or commercial or if the use is a mixture of the three. ZONE: C-1, Neighborhood Commercial District, for development of small personal service uses. This district allows uses that are generally neighborhood oriented. I-2, Light Industrial District, for development of general industrial uses including light manufacturing and assembly. I gave Stephanie the Staff positions. On the overlay, staff is not opposed to any section at this time. The Land Use Plan, Staff would like the MX area reduced to only that area north of 28th Street. The Master Street Plan, Staff can not support a change. I mentioned that the sidewalk issue could be clarified to state that the usually required four to five foot sidewalk and street (buffer) landscape is being replaced with the eight foot sidewalk with street trees. Let me know if you want me to place any or all of theses on the Planning Commission Agenda for June 17. Walter 1
