Dear Board of Adjustment Members:
In accordance with the CLR Zoning Ordinance, the following
information relative to the above project is submitted for
your consideration.
PROJECT DESCRIPTION:

and Hermitage Road.
Three phases are contemplated in the project. The first phase
will be a 200,000 sq. ft. office building with a parking
structure. Phase Two will be a fifteen story office structure
containing in the 300,000 square foot range and the parking
structure will be expanded to accommodate the additional square
footage. Phase Three will link the office towers by elevated
walkways to a hotel complex. The hotel will have restaurant,
bar, meeting and shopping facilities. The final phase of the
parking garage will be increased to serve the 200 -room hotel.
The hotel and the Phase Two office building will front on
Hermitage and its primary access and egress will be on that
street. The Phase One office building is accessed off Shackle -
ford Road. The parking deck is shared and will be accessible
from Shackleford and Hermitage.
Enclosed for your reference are project data sheets which give
a more detailed description of the proposal relative to project
and land area, building coverage and parking requirements.
DESIGN RATIONALE:
The size of the project and the intended use, size of the site,
the functional relationship of the project to adjacent office

buildings and the I-430 corridor, the magnitude of parking
required, and the need to preserve open space around the
facilities indicate a relatively compact mixed use high
rise solution.
The provisions of a Planned Unit Development, for example,
will allow the superior development of this severely sloping
site with minimal disruption of existing natural features
and a more efficient arrangement of varied land use, buildings
and circulation systems. The project phasing that we are
proposing will allow a balanced and coordinated development
of the land in addition to public facilities and services
needed to support them.
VARIANCE ISSUES:
The height and setback variances required by the project are
requested for the following reasons:
The Board of Adjustment approval of the modification of the time
requirements for both issuance of permits and completion of
construction to permit a completion date of Phase I to be two
(2) years from date of Board of Adjustment approval.
Approval of conceptual plan including setback and structural
relationships of buildings and parking.
Execution of the plans will be based upon a successful imple-
mentation of a zoning scheme in the form of a commercial zoning
or a Planned Unit Development application to be submitted at
the proper time and approved by the Board of Directors.
It is our intent to comply with CLR Environmental Codes, in-
cluding the Landscape Ordinance.
All of the above information and that on the enclosure is, we
hope, complete and adequate for your review purposes and approval
of variances requested. Should additional information or ex-
planation be required for this case application, please do not
hesitate to call me.
