I am Anne Short and own the house at 9002 West Markham. This is the first
property west of Markham and John Barrow, directly across from Harold's
Texaco. I have owned this since 1963 when my husband and I moved in and
lived there for 21 years, at which time we relocated to Bryant, Ar. I have
used the house for residential rental. I am now exploring the area of light
commercial rental for this property.
I would like to be able to rent to a doctor, lawyer, dentist or some other
equally quiet business. I am finding it more and more difficult to rent it as a
single family because, I have no desire to make changes to the outside of the
dwelling and it does not currently have a garage. Secondly, you look out the
front windows of the house and only see commercial. Finally, most people
do not want to raise children on such a busy street.
In order to make these changes, I will have to appeal to the planning
commission for re -zoning of this property from single family to suburban
office. I would appreciate the support that will be necessary from my
neighbors to do this. I will be calling you in the next couple of weeks to
arrange a time when I can come by, answer any questions and ask for your
signature on a petition that will support this change.

My master bedroom, dining and living areas are now the view of everyone who gets their
car washed and at night their head lights are mine to enjoy.
1. I was not asked or even considered when the City approved the car wash directly
across from my home.
2. There was no consideration of how the placement of this car wash would effect the
way life is lived in my home do to the fact of the noise, headlights and people in
their car looking in my windows because that's the way there facing.
3. Texaco is opened from 6:00 am until 10:00 pm and it is always busy. The car wash
is a very big problem, when it comes to privacy in my home, there is none. The
noise and head lights are as if they are in my home.

Public Bus Stop
In my front yard is located a public bus stop, there is more than one individuals standing
their during the day, most of the day.
1. I was not consulted if I desired to have strangers sitting on my landscaping and
leaning on my fence.
2. I was not asked if I would mind if my front yard became a public bus stop.
;. The public bus line begins running at 6:10 am and runs until 10:45 pm and runs
every 30 minutes on the hour. How would you like strangers in your front yard
throwing their morning trash down and talking so early and how about having
people standing out in front of your home when your ready to go to bed.

Parking Lot Street Cleaner
Due to the fact the parking lot has to be cleaned and I am thankful for this service, BUT
at 11:00 pm at night it's hard to sleep with the roar of the rotating brushes and squealing
tires of the truck as it zooms back and forth doing his nightly job.
l . I agree trash has to be picked up, I know I have to do it everyday because it blows
into my yard and up to my front door. Why do I have to pick up so much trash
everyday because I have a very busy commercial development across from my
home.
I agree this method of cleaning a parking lot of this size is the best process. And
further more understand it has to be done when the parking lot is at it's emptiest
point. The question is if you had to have one of these machines come to your home
what time is good for you"
This parking lot is also a place for young people to come and hang out late at night
and do donuts in their cars and shoot off guns, scream, yell and play extremely
load music. What time is a good time to have this in your front yard?

QUESTIONS:
1. PROVIDED TO ME FROM THE CITY IS A "PLAN AMENDMENT" SHEET
THAT CLEARLY SHOWS A GREAT DEAL OF ALL TYPES OF COMMERCIAL
ALL DOWN MARKHAM AND EVEN ACROSS FROM MY HOME. ACROSS
FROM MY HOME IS A COMMERCIAL DEVELOPMENT THAT APPEARS TO
PROTRUDE INTO (SF) SINGLE FAMILY DEVELOPMENT. PLEASE EXPLAIN TO
ME HOW COMMERCIAL CAN INTRUDE INTO RESIDENTIAL AND WHY CAN
RESIDENTIAL NOT BECOME COMMERCIAL WHEN IT IS BEING FORCED
UPON IT IN ALL DIRECTIONS?
2. PLEASE EXPLAIN TO ME HOW A DOCTOR OR LAWYER OR
ARCHITECT OR INSURANCE PERSON WHO HAS A MODERATELY SMALL
AND QUITE BUSINESS THAT OPERATES BETWEEN NORMAL WORKING
HOURS COULD IN ANY WAY HARM OR EFFECT THE LIVING ENVIRONMENT
THAT HAS ALREADY BEEN FORCED ON THE NEIGHBORHOOD?
3. PROVIDED TO ME FROM THE CITY IS A "PLAN AMENDMENT" SHEET
THAT CLEARLY SHOWN TWO DARK LINES ONE ON EACH SIDE OF THE
CURB ALL ALONG BROOKSIDE DRIVE. THIS APPEARS TO SHOW THE CITIES
FUTURE PLANS TO WIDEN THE STREET, WHICH AS YOU KNOW THE
INTERSECTION BETWEEN MARKHAM AND BARROW HAS COUNTED
APPROXIMATELY 19,000 CAR PASS THROUGH IN A 24 HOUR PERIOD, THIS
INTERSECTION IS 130' FROM MY PROPERTY FROM BROOKSIDE DRIVE. IF
AND WHEN THE CITY WIDENS BROOKSIDE DRIVE THIS WILL LOCATE ME
EVEN CLOSER TO ONE OF WEST LITTLE ROCK BUSY INTERSECTION WHAT
DETERMINES THE DESIRABILITY OF A HOME TO RAISE A FAMILY?
4. FROM WHAT I HAVE EXPLAINED AND SHOWED YOU I ASK YOU
ONLY ONE FINAL QUESTION AND I THANK YOU FOR YOUR
