NOTICE OF PUBLIC HEARING
On Thursday, June 10, 1999, at 4:00 p.m., in the Chamber of the Board of Directors of
the City of Little Rock, Second Floor, City Hall, at 500 West Markham St., pursuant to
the Provisions of Chapter 36 of the Code of Ordinances, the Little Rock Planning
Commission will hold a public hearing on a proposal to amend the Little Rock Code of
Ordinances so as to change the future land uses category on the following properties:
1. LU99-02-02 - A Land Use Plan Amendment in the Rodney Parham Planning
District on the north side of the 9000 Block of West Markham Street between
Brookside Drive and Westbrook Circle, and on the northeast corner of the
intersection at West Markham Street and Brookside Drive, from Single Family to
Suburban Office.
All interested parties may appear and be heard at the said time and place. Any questions
may be referred to Brian Minyard or Vince Hustead of the Department of Planning and
Development at 371-4790.

PROPOSAL / REQUEST:
Land Use Plan amendment in the Rodney Parham Planning District from
Single Family to Suburban Office. Suburban Office provides for low
intensity development of office or office parks in close proximity to
lower density residential areas to assure compatibility. A Planned
Zoning District is required. The proposed use of the property is a
"quiet office".
EXISTING LAND USE AND ZONING:
The property is currently zoned R-2, Single Family, and is
approximately 0.31± acres in size. To the north, east and west are
single family houses zoned R-2, Single Family. Directly to the south
is a shopping center zoned C-3, General Commercial. Rock Creek,
which intersects Markham Street just east of the John Barrow
Road/Brookside Drive intersection is zoned R-2, Single Family.
LAND USE PLAN AND RECENT AMENDMENTS:
To the north, east and west is shown as Single Family on the Land Use
Plan. Directly to the south is shown as Commercial on the Plan. Rock
Creek, which intersects Markham Street just east of the John Barrow
Road/Brookside Drive intersection is shown as Park/Open Space on the
plan.
Recent changes include:
October 20, 1998, a change from Suburban Office to Commercial on
Markham Street Center Drive and from Single Family to Suburban Office
on the east side of natural Resources Drive.

MASTER STREET PLAN:
Markham Street is shown as a minor arterial on the plan and is a five
lane at the subject property. Brookside Drive is also shown as a
minor arterial, but is built as a two-lane section.
There are no existing parks in the immediate area. There is open
space with Rock Creek at the intersection of John Barrow Road and
Markham Street and at the playground / soccer fields of the Henderson
Junior High School to the southeast.
BACKGROUND:
Single family homes dominate this section of Markham Street on the
north side from west of Rodney Parham Road to Sante Fe and on the
south side from Pryor to Wedgwood. On the north side of the street,
they mainly face the side streets. This application is one of four
houses that face Markham Street.
This general area has been the subject of Land Use Plan amendments
before. Most recently (February 4, 1999), there was an application
for Suburban Office at the intersection of Pryor and Markham Street,
two blocks west of the site. That area had been the subject of three
rezoning attempts in the past. All of the above actions drew
considerable opposition from the neighborhood.
This amendment will create an island of Suburban Office in the Single
Family area. In this particular case, the argument of the Suburban
Office providing a buffer to the homes to the north does not apply
because of the street layout. Brookridge and the homes off
Brookridge bear no relation to Markham Street so any buffering would
not be required. The change to Suburban Office would only further
the intensification of Markham Street to the north.
CITY RECOGNIZED NEIGHBORHOOD ACTION PLAN:
This area is not covered by a neighborhood action plan.
NEIGHBORHOOD COMMENTS:
Notices were sent to the following neighborhood associations: Walnut
Valley Neighborhood Association, Echo Valley N.A., Colony West
Homeowners Assoc., Treasure Hills N.A., Sturbridge Property Owners

comments from area residents. One is in support, one was neutral,
and one is in opposition.
STAFF RECOMMENDATIONS:
Staff believes the change is not appropriate.

Dear Mr. Wallace,
I am Anne Short and own the house at 9002 West Markham. This is the first
property west of Markham and John Barrow, directly across from Harold's
Texaco. I have owned this since 1963 when my husband and I moved in and
lived there for 21 years, at which time we relocated to the Bryant area. I
raised four boys there and watched the area grow from a quiet slow paced
family neighborhood to the now extremely busy main thoroughfare and
commercial district. Since I moved to Bryant I have used the house for
residential rental. I am now exploring the area of light commercial rental for
this property.
I would like to be able to rent to a doctor, lawyer, dentist or some other
equally quiet business. I am finding it more and more difficult to rent it as a
single family because one, I have no desire to make changes to the outside of
the dwelling and it does not currently have a garage. Secondly, you look out
the front windows of the house and only see commercial. Finally, most people
do not want to raise children on such a busy street.
In order to make these changes, I will have to appeal to the planning
commission for re -zoning of this property from single family to suburban
office. I would appreciate the support that will be necessary from my
neighbors to do this. I will be calling you in the next couple of weeks to
arrange a time when I can come by, answer any questions and ask for your
signature on a petition that will support this change.

this same type request by our neighbors across the street from us. We DO NOT WANT

Thank you so much for discussing with me the steps in land use planning. I plan to attend
the meeting scheduled for April 29, 1999 at 4pm in City hall (Markham and Broadway) on
the second floor. I will be attending to support agenda item # 1.
I have discussed with Mrs. Anne Short her request to change the status of her property at
9002 West Markham, Little Rock, Arkansas from residential to suburban office. I applaud
her efforts and feel in the best interest of the subdivision and to perserve the neighborhood
concept the rezoning should extend to include 102 Brookside which is to the east of Ms.
Short's property, my backyard backs up to her side yard. This would square off the
property and create a natural barrier for the rest of the subdivision.
The reasons for this request is as follows:
1. The traffic on the corner of Brookside and Markham has become the expressway cut
through to Interstate 630 from Rodney Parham and ruins across Markham to John Barrow
Road. The traffic backs down Brookside almost to Rodney Parham every morning, making
exiting the driveway similar to exiting a shopping mall.
2. The intensity of the traffic is compounded by idling engines, loud radios that shake the
windows, ambulances sirens coming from the nursing home on Brookside to Interstate 630
to get to the nearest hospital. The traffic is intense 22 hours per day only becoming quiet
from 2am until 4am.
3. Every day we lived at 102 Brookside, I awoke to the sound of the Texaco service station
using air compressors changing tires and other automobile repairs and the sound of buses
from the Central Arkansas Transit Authority.

4. Out of town guest came to visit only to leave after not sleeping at all due to the heavy
traffic and road noise on Markham and the large commerical shopping center with
Burlington Coat Factory which is the anchor store.
5. Safety is a concern for all residential neighborhoods which have children who are
outside and run from yard to yard to play with neighbor children however, the comer of
Brookside and Markham maybe zoned residential however, in reality is not residential but
a busy commerical area.
6. 102 Brookside is the only comer lot that must contend with a Texaco service station and
two busy streets.
If this rezoning is approved, my recommendation would be to build a six foot wood fence
and plant shrubs/trees along the fence row to create a barrier between the residential and
suburban office and eliminate access to the Brookside property utilize the existing curb
cut off of Markham. This would not create additional traffic for Brookside. The current
backyard entrance off of Markham would lead to a parking area for the suburban office.
The front yard would be landscaped to blend in with the residential setting of Brookside
without signage.
An additional, consideration which would help the neighborhood overall is to make
Brookside one way northbound from Markham to Rodney Parham and make another
neighborhood street southbound from Rodney Parham to Markham. Currently, Brookside
is not wide enough to handle two way traffic safely, if one resident parked on the street this
would create a massive traffic tie up however, most residential street allow parking in front
of one's property.
The only solution other than rezoning to suburban office is close Brookside to Markham
and preserve the neighborhood.
