Dear Planning Commission:
I represent the Pinnacle Valley Neighborhood Association as the president and have
been requested by the neighbors of the Pine Mountain neighborhood to contact you.
They are constituents of our Association.
Please consider this as a formal request to ask the Planning Commission to consider
amending the Land Use Plan for the Pine Mountain Neighborhood located at the
intersection of Pinnacle Valley Road and Cantrell Road. I wish to ask that all the houses
on Pine Mountain Road be included in this consideration. (The house at the end of the
street owned by Jody and Sandra Stevens does not seem to be Included in the map the
residents were provided with).
The amendment we are seeking is to allow the current residents and homeowners to
remain in their residences without allowing a change in the zoning from the R-2 zoning
currently in effect. There is a valid bill of assurance for this neighborhood which states
that the properties for this neighborhood should only be used for residential purposes
(essentially R-2 zoning). As I understand it there is a neighborhood just north of the Little
Rock Airport with a similar provision in place.
The status of the Pine Mountain neighborhood is of great importance to all of us in the
Pinnacle Valley Neighborhood Association. This neighborhood represents long time and
highly respected members of our area. These neighbors and citizens should expect to
live in their neighborhood without threat of a zoning change to the street especially since
most of the residents are elderly. This special designation would allow these neighbors to
again enjoy their neighborhood without the stress of a possible invasion of zoning
changes or a developer trying to purchase their property for less than it is worth.
I respectful submit this request with the full support of all the current resident property
owners (James and Rebecca Cantrell; Paul and Margaret Habenicht; Juanita Jackson;
Robert and Theresa long; C(yde and Joyce Mayhem; Jody and Sandra Stevens) and
Fred Anderson and Tommy Anderson, property owners and landlord of #5 and # 11 Pine
Mountain Road.

I am writing this letter in response to the proposed land use amendment on Pine Mountain Road in the city
limits of Little Rock. For several months now there have been continued efforts by one area land owner to
change the neighborhood into a commercial zone. This change would result in a drastic loss of privacy and
safety for this small area. The residents of this street are known to each other and have an excellent
community relationship. We do not want the increased traffic and activity levels commercialization would
bring. Please consider the desires of the residents before making any changes.

Dear Ms. Gieringer:
I received the letter from Mr. Malone dated March 29. 2007. I own the home at # 1 I Pine
Mountain Road. I no longer live there because when I retired about 2 years ago I moved
to Mena, Arkansas to be near my family. However, I lived at # 11 Pine Mountain for
many, many years. My home is rented to a young couple with children.
The homeowners in the neighborhood, including myself, have talked many times about
the growth of West Little Rock and how the neighborhood we all love might be affected.
We never thought that it would be a continual fight to keep it from being parceled out.
I am aware of the recent challenges faced by my old neighborhood residents. If the Pine
Mountain area land is wanted for financial reasons then the investor should say so instead
of giving no consideration to the homeowners and present residents. I was living in the
neighborhood when the surrounding land was developed. We were able to work with
them in advance to protect our homes and maintain the integrity of the neighborhood.
I believe most of the homeowners in the neighborhood have come to believe that the
change in zoning is inevitable, including myself. I respectfully request that you vote to
place the Pine Mountain Neighborhood under a special designation that would stop the
destruction of this neighborhood lot by lot.

Dear Ms Gieringer:
I am writing in response to the proposal for Pine Mountain Road which would require
rezoning of the entire block vs. lot by lot. I think it is Single family, R-2. I understand
that a neighborhood near the Little Rock National Airport has this type of zoning
designation.
T am totally supportive of this proposal. I own the property at # 5 Pine Mountain Road
and actually grew up in that house. My Mom and Dad signed the original neighborhood
covenant that is filed at the courthouse.
The neighborhood has many retired people living on the street. They have saved and
struggled to pay off their homes and have become very secure and feel safe in that
established neighborhood. I think the security that this change would give them would be
very welcome..

Dear Ms Gieringer,
I own and reside with my husband in the home at # 6 Pine Mountain Road (Lot Q. I
have lived here since 1970. I raised two daughters as a single Mother in this home. I
sent both of them to college and they are now working, have families of their own and
contributing citizens of Arkansas. I spent 32 years working as a Registered Nurse in
Little Rock. I struggled as a single parent to make mortgage payments and maintain my
home. I tell you this so you will understand my financial and emotional attachment to my
home and neighborhood. This home is the most important investment I have. My
husband and I had planned to live here the rest of our retirement life.
One investor has been purchasing homes in our neighborhood. We originally thought it
was with the intent to use them for rental property. Twice because of this investor we
have been before the Planning Commission in an effort to save our neighborhood.
Maintenance of the investor's homes and property on our street has been a constant
problem and still is. It is an emotional strain on all of us not knowing what will happen
next with this lot or that lot on the street.
I am begging for you to vote yes for our neighborhood to be covered by Special
Designation. Please allow the Bill of Assurance to stand as written.
When a future land use plan is presented that involves all the neighborhood (all homes
along Pine Mountain Road) I believe that the home owners, including myself, will work
with whoever we need to transition this land.

Ms. Gieringer,
I own the home at 47 Pine Mountain Road. My home is on Lot L and Lot M. I have
lived here for three years. I moved my husband and myself to this home when our long-
time home was bought for commercial reasons in West Little Rock. I find myself in the
same situation again.
My husband has end-stage Alzheimer. His care is twenty-four hours a day seven days a
week. I have all the stress I can handle with his care. I bought in the Pine Mountain
Neighborhood because many years ago we rented a home in this neighborhood and I
loved the home at #7. I feel safe here and can call on my neighbors if I need.
Any investor should consider the people who live here and how their life is affected by
their intentions. When land is parceled lot by lot and responsibility for the
property/homes is neglected then the city suffers as well as prideful homeowners.
Please vote for this neighborhood remain single-family residence by Special Designation.

Dear Mr. Malone:
This letter is in response to yours of March 29, 2007 referencing a land use plan
amendment for the Pine Mountain Subdivision.
We purchased our home subject to the Bill of Assurance for this subdivision. We did
not ask the City to classify our subdivision as "Transition on the Future Land Use Plan".
I have appeared before the Planning Commission on several occasions to ask that the
City of Little Rock uphold our Bill of Assurance that both restricts our land use as single
family homes and has the purpose of protecting our subdivision. Each of the owners,
when purchasing their homes, knew and relied upon and embraced the existing Bill of
Assurance for this subdivision. Those who purchase lots in this subdivision do so with
the clear knowledge that it is a residential subdivision with a Bill of Assurance that
restricts use.
Until such time as some one person or entity owns all of the lots in this subdivision, we
ask that our rights as residential property owners be respected and that the Bill of
Assurance prevail.
