The legal ad for the Historic District Commission was published in the January 22 issue of the Daily
Record as standard practice.
A notice was published by the City Attorney’s office on January 15th and January 22, 2019 issues of the
Daily Record to notify all spouses, heirs and assigns and all other persons, firms, or corporations that
have an interest in the property of the HDC public hearing.
Notices Mailed:
The Planning and Development department mailed the “Notice of Public Hearing” certified return
receipt to 16 property owners in compliance with the area of influence standards on January 16, 2019 in
advance of the February 1, 2019 deadline. Staff received the return receipts from 10 property owners
and returned mail from an additional 3 from neighborhood property owners.
Additionally on January 16, 2019, 3 notices were sent to Felton Lamb at different addresses in case
someone was checking his mail. Additional letters were mailed to Felton Lamb care of Irma Walker
Lamb; Felton Lamb in care of Lamb Brothers Construction Company; to Kwendeche, a known relative; to
Irma Walker Lamb in care of Lamb Brothers Construction Company; to the State Land Commissioner; to
Yuvette Hickerson Lamb; and to Geraldine W Lamb.

Staff has the return receipts from the following out of the 10 sent to Felton lamb or his relatives: The
State Land Commissioner and one sent to Felton Lamb Jr, in care of Irma C Walker signed by Ralph
Walker and is stamped January 24, 2019. 3 letters were returned addressed to Felton Lamb not in care
of anyone.
The Housing and Neighborhood Programs sent their letter to the same 10 as Planning did with one
additional letter to Felton Lamb Sr. None of the return receipts were signed for and multiple came back
return to sender.

This hearing as well was posted on the City of Little Rock webpage as are all of the HDC hearings.
Notice of the hearing was emailed to approximately 100 persons in the distribution list by Planning Staff.

We have a letter from the QQA advocacy group.
An email form Patricia Blick from a person interested in buying the property as is.
Yuvette Hickerson Lamb, divorced from Felton Lamb, spoke to Rick Purifoy and expressed that she has
no interest in the property
Probate court:
Irma Walker filed an Affidavit of Small Estate in Pulaski County Circuit Court on January 23, 2019. Case
Number 60PR-19-149. She identified herself as Mr. Lamb’s aunt. The only property listed in the Affidavit
was one retirement account. The case was closed on January 23, 2019. Ms. Walker was notified of this
HDC hearing via certified mail which was signed for by Ralph Walker on January 24, 2019.
