Yes, they would need to stick to that. Page 63 of the Guidelines also states that ground mounted signs in the UU zoning district must also be approved by the Board of Adjustment in addition to the HDC. If they were to ask for a ground mounted sign, they would need to pay two additional filing fees and re-notify all of the property owners again. The time is running out on the banner, in fact, it has probably already expired, which means it should be taken down. The earliest time that they would be able to get approval from the HDC of a ground mounted sign is May 13th. I would suggest they redesign the wall mounted signs and go from there.
