Anne Guthrie DATE: 27 October 2000 APPLICANT: The Light House Center, Inc. ADDRESS: 1414 Park Lane COA REQUEST: Rehabilitate the structure's exterior PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The property is located south of I-630 and one block east of Commerce Street. It is on the west side of Park Lane, which is one block in the historic district; it is located on the extreme eastern boundary of the historic district. There are no other structures to the north, east or south on this block. The structure abuts the state highway right-of-way to the north and east. The structure is not listed in the MacArthur Park historic district's architectural survey but is listed in an earlier architectural survey. Its estimated construction date is ca. 1910 in the Colonial Revival style. Its architectural significance is listed as level II, which denotes that these buildings "contribute to the character of the area through a sympathetic use of building materials, form massing, roof lines....." The interior will be repaired, brought up to code and used for various activities of the organization. The structure has been on the city's UnsafeNacant structures listing for several years. The project request entails the repairs to the: porch, porch railing, porch steps, windows, siding, foundation and a new asphalt shingled roof. NEIGHBORHOOD IMPACT AND REACTION: At the time of distribution, there were no objections, by letter or phone, to the applicant's request. Appropriate notification was given to abutting property owners as the structure is being repaired and does not entail substantial alterations. STAFF RECOMMENDATION: It is staff recommendation that the request to rehabilitate the exterior be approved conditionally: ♦ as the project entails repairing the structure, the accompanying photographs are documentation in terms of roof, windows, porch and siding detailing ♦ should the project's scope change or alterations made that are not requested, staff will be notified and appropriate measures taken for the repairs
