I finally got closed on the Villa Marre this week – sorry for the delay in getting back to you. I’ll be in the process of moving things over over the next few weeks. If y’all would still like to meet, I’d love to. I’m still learning the rules and regulations. Two things I know I will need to submit right off the bat, include: 1. The tin mailbox affixed to the exterior front door framing is locked, and the previous owner did not leave me a key. I’m wanting to replace it with a generic yet historic looking mailbox that could be postmaster approved and approved for use. I have a couple of options I’m looking at and am happy to submit an application with photographs. It wouldn’t change any of the door jamb, but it would be affixed to the exterior with screws/bolts. 2. I have a small roof project to replace missing and damaged slate and to repair some of the corner trim (see pp.18-23 of the attached inspection report I had performed). I’ve asked Woodie Simmons with Bray Sheet Metal to prepare a written quote that I can submit along with any application for roof repair. I look forward to meeting with each of you. Under contract, but not closed yet. Hopefully the bank will be willing to negotiate on the price for the roof repairs. I certainly hope so as it is alarming that there is water damage in the house because it is leaking, and it will only get worse and devalue the house if it is left as is. You can also point out to them that under the terms of the conservation easement that they would be responsible for repairing the roof if the deal falls through with you. Also if the cost is substantial, you can take advantage of the state tax credits if the repairs to the roof 2 and interior meet or exceed the $25,000 threshold to qualify for the program. Please keep us posted on that issue and let us know if we can help in any way. The inspector was concerned about some significant areas of the roof where leaking is causing damage to the interior. I am waiting on Bray’s Sheet Metal to give me a quote and to determine whether the seller is going to make an allowance for repair of the roof. It appears that the cost will be substantial, both for the repair of the roof and for the resulting damage inside. I’m hopeful that it’s not too bad. We assisted with the roofing project on the building in FY 1999 (1998) so it has lasted about 21 years. It would be great to meet at the house and look things over and discuss your plans for it. I believe a meeting would be a good thing, and yes, I would be interested in learning more about the tax credits. I’m familiar with the federal credits, but not the Arkansas credits. I’m awaiting a report and proposal from Bray on the roof. The only other issue I’ve seen on the exterior just from a layman’s viewpoint is some wear on the small wooden section of the back porch. I don’t think it’s termite related, but it will probably require some repair. The small wooden structure at the back door is beautiful and intricate, and so I’m hopeful that any repairs would be minimal in that area. I have lined up Wayne Pace to inspect the house on Monday morning. In addition to the roof and exterior, and on a non-HDC and CZDC related note, I’m very interested to learn of the current state of the electrical and plumbing systems, as they will have a huge impact on my maintenance and upkeep on the front end of the ownership of the home. The Villa Marre is one of a handful of properties that lies within the MacArthur Park Local Ordinance Historic District which has all exterior modifications reviewed by the City of Little Rock’s Historic District Commission (HDC) and lies within the Capitol Zoning District Commission’s area of review for exterior changes. The Villa also has a conservation easement on it with AHPP Arkansas Historic Perseveration Program. So any exterior change must be reviewed by all three entities. I am the staff person for the City’s HDC. On other properties that are within both HDC and CZDC, we have set up a meeting between all of us to discuss the proposed modifications in an informal atmosphere. It may be beneficial for you to do so as soon as you know exactly what you need to do on your roofing project. We can arrange that meeting for you. If you are looking at tax credits, we can also have them at the meeting. Hopefully, your roofing project will be something that can be administratively approved on my end as maintenance and would not require a public hearing. I can make that determination later. I’ve attached what I believe is the original façade easement in favor of HPPA. I know that the roof is going to need some repairs, and in an effort to comply with all US Dept of the Interior requirements and to maintain historical accuracy, I’ll be sure and send any proposed work on the roof (or anywhere on the exterior) to you. It’s my understanding that once you have reviewed and approved any repairs or additions, it would then need to be approved by the City/Capitol Zoning/MacArthur Park prior to engaging in the repairs (I’m still navigating my way around these entities).
