Good morning Paul! Thanks for the note and for the offer to meet today!
I'm out of town at the moment, however, my fellow owner and association board member, Sam Lewis, is
available to meet you this afternoon at Scott Square. Sam coordinated all the landscaping work that has been
executed and is responsible for the fencing proposal. He would be just the right individual to walk you
through the various project details.
Are you available this afternoon between 1-1:30pm? Sam can meet you at the building if so.

Iām sorry, I thought I gave you my current email address. If you have some time today, I could stop by with my camera
and you can show me the proposed project and I can also see the landscaping work you have been doing there. Brian
sent me a copy of the variance from 1979 to put the brick courtyard wall back up that had been there originally. Lots of
interesting information in that!
Just let me know what works for you timewise.

I fear I may have been using an old email address for you. The below email exchange was just returned to me
as undeliverable. I was using email address paul@arkansasheritage.org. I just looked on the Arkansas Historic
Preservation website and found a new email address for you - paul.porter@arkansas.gov. Hopefully that's the
correct address.
In any case, could you please review the below email exchange between Brian and myself. Brian has given his

All,
After a conversation with Chris a few minutes ago, I was mistaken in the earlier email. The new north south fence is to
be ornamental metal 6ā tall to match the property at 1015 Scott. I will sign off on that installation.
Again, I will need AHPP to sign off on the conservation easement before permits are issued.

All,
I visited the site yesterday and took photos. I will sign off on repair of the existing fence on the north side of the
property as maintenance. I will sign off on the addition of a fence that runs north south from the northeast corner of
the south building as shown on the attached drawing with the fence shown with a red line since it is not visible from the
street. All of the fence will need to be same 6ā tall dog ear style wood fence as before.
You can use the survey that I found in the zoning file for your permit. You will need to get a building permit for the
fence.
The HDC does not review the cutting of trees, but I do not know why they would be cut if the fence could be installed
around or behind them. The area is shaded because of the building in addition to the trees. Cutting the trees will not
make grass grow if that is your aim. There are different types of shade loving groundcovers that could be planted to
assist in the prevention of mud covering your sidewalks.
All of this will need to be approved by AHPP since you have a conservation easement on the property. I will not sign off
on a permit being issued until a letter from AHPP is received stipulating they have approved the work.

Dear Brian and Paul,
It was very nice chatting with you both today. We greatly appreciate your efforts in maintaining the historical
integrity of our neighborhood.
In that spirit, thank you for your guidance in ensuring we meet the necessary requirements for our proposed
fencing improvements.
As I shared, we are looking to repair the dilapidated wooden fence that runs east-west along the north side of
our building. The fence divides our property and our neighboring property (1015 Scott St). The wooden fence
has become unstable and unsightly due to much of the fence becoming rotten. Our proposal includes
replacing the rotten wood with the same type of wooden planks that are currently in place. The estimated
cost of the repair is $289 as reflected on the attached work estimate. As I learned during our conversation
today, this falls below the $500 threshold which should eliminate the need for a building permit. We will
await your confirmation and guidance on this component of the project.
Separately, we are also looking to install black metal security fencing in an effort to prevent unwelcomed foot
traffic from entering the alleyway that runs along the north side of our building. This area is commonly
misused and desperately needs to be secured. Our proposal includes using the same fence design that is
currently utilized by our neighbors to the north (1015 Scott St). As you will see on the attached work estimate,
there are currently 3 fencing options under consideration (cost of each is detailed on the attachment). Our
association would like to advance with option # 3. This includes running the security fence from the corner of
the north building to connect to the wooden fence (tie in with our neighbors security fence). The fence would
include a matching gate that can be operated by key. To confirm, this alleyway only services our building
residents and is in no way a pathway utilized by municipal workers or other service companies i.e. garbage
collection, etc.
