Brian Minyard told me to get in touch with you to finish out the paperwork for Doug Melkovitz's building permit to do
the roof repairs on the Holtzman House at 514 E. 9t" Street. I have attached another copy of the approval letter I wrote
for the project in case you didn't have it. i am only in the office until 12:30 today (Friday) so if you need anything else
from me for it, please let me know.

Hi Paul,
I believe it will be cost prohibitive for me to rebuild the box gutters (option #1). In addition I'm
also thinking long term. I have found that for box gutters or any type of gutter to function
properly routine cleaning of debris and maintenance are a necessary part of the equation. The
issue with 514 E. 9th in this regard is the height of the building as well as its proximity to
neighboring structures. These two factors make routinely accessing the gutters for cleaning and
maintenance difficult if not dangerous.
The estimate I have from my roofer, C. Cougill Roofing, include the directions you cite in option
42. Craig Cougill has done quite a few roof replacements for me. He's really the best roofing
contractor doing roofing repair and replacement in downtown Little Rock.
I talked to Craig this morning. He has indicated that he is approximately 3 weeks from beginning
the project.
To recap: we are doing option #2 and this work is slated to begin approximately 3 weeks from
today's date.

Sorry for my delayed response. I have been on the road traveling for
work. Thank you very much for the historic photo and the description of
the problem. We have two options here that will work:
#1, reopen the integral gutters and repair the damaged wood in the
cornice and fascia boards (will also help with not having water running
down the sides of the house) and install a water dam underneath the
gutter trays and extend it to the edge of the cornice and part way up
the angled roof to seal off any water intrusion into the building and
cornice.
#2, Peel off the shingles or whatever is covering the integral gutters,
repair the decking over them as needed, install a water dam shield (also
going part way up under the angled roof to keep water intrusion out),
install a drip edge (painted to match the cornice) around the cornice
and make sure the edges of the new shingles stick out enough to drip
the water off without it running down the fascia boards and rotting
them again.
I discussed this with Brian this morning and we both think it would be a
tough sell to get the commission to grant the COA with adding exterior
gutters because of the pronounced cornice.
Please let us know which option you would like to pursue so that we can
respond accordingly.

Doug,
Adding gutters require a public hearing (COA) which includes the
abstract company locating owners, certified return receipt mail and now
we have a filing fee.
My suggestion is to repair the soffit and fascia with like materials and
install a good metal drip edge that is painted to match the fascia before
reroofing.
This house has a conservation easement on it with AHPP. We will need
to get Paul Porter to give approval on this also. I am including him on
this email. I am out next week. I can meet anytime today except after
3:00. 1 can meet tomorrow afternoon before 3:30. Friday is spotty.

Hi Brian,
We are facing a roof replacement at 514 E. 9th St., LR, AR, 72202.
As part of this project we'll need to repair rotting wood along the
facia, soffit and the eves. I believe the majority of this damage is
related to there being no gutters. This has allowed the water to run
in streams along the facia and soffit. The box gutters were covered
over most likely in an early 1980's renovation.
My roofer, Craig Cougill of C.Cougill Roofing, is proposing K -
style gutters to handle the water coming off of the building. This
type of gutter allows for screening so that leaves and other debris
don't accumulate and clog the downspouts. Due to the height of
the building and difficult access to the eves, cleaning the gutters
presents ongoing challenges that could be mitigated by K -Style
gutters and screen covers.
Please let me know what you think about the gutter proposal. Also,
if you have other options I could consider - perhaps some that have
come across your desk in the past that I'm not thinking of. I'll look
forward to hearing from you. Please let me know if you have any
questions or concerns.
