This property is within the MacArthur Park Local Ordinance Historic District and is subject to all rules and regulations of that district. Please accept this letter as formal notice that construction activity at 618 Rock Street was also carried out in violation of state law requiring that a Certificate of Appropriateness (“COA”) be obtained prior to making alterations to a structure located in a local ordinance historic district. Our records show that a new roof was installed in violation of this COA requirement. Work that was performed can be administratively approved by staff under the maintenance guidelines. However, neither you nor the roofing contractor contacted staff for that administrative approval. Your contractor did not obtain a building permit (which is required). If they had, they would have been informed that this needed to be approved by the Staff of the HDC. To bring your property into compliance, please contact this office to discuss what work was done in association with the roofing project. You can then request that I sign off on the work and a building permit can be issued. Please call me on my direct line at 371-4789 to get this matter resolved. I see that the property has been sold. If this property was not in your possession on February 7, 2020 when the roof was installed, please let me know so that I can contact the new owner.
