3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO.
4 21,817 (DECEMBER 3, 2019), TO ADJUST THE FISCAL YEAR 2020
5 BUDGET ORDINANCE TO REFLECT EXPENDITURE ADJUSTMENTS
6 FOR THE GENERAL FUND; AND FOR OTHER PURPOSES.

8 WHEREAS, the City approved a Comprehensive Budget for the City of Little Rock, Arkansas, in
9 Little Rock,Ark., Ordinance No. 21,817(December 3, 2019); and;
10 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General
11 Fund,and where necessary to authorize the increase or decrease in the Fiscal Year 2020 line items for these
12 and other matters;and,
13 WHEREAS, the City is in the midst of a COVID19 (Novel Coronavirus) Pandemic which is
14 anticipated to have a negative impact on resources available for General Fund operations; and,
15 WHEREAS, the Mayor, the City Manager and the Director of Finance & Treasurer, in compliance
16 with City Budget and Financial Reporting Policies,have reviewed these adjustments and recommend them
17 to the Board of Directors for approval.
18 NOW,THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK,ARKANSAS:
20 Section 1. General Fund Section 5 of Little Rock, Ark., Ordinance No. 21,817 (December 3, 2019)
21 is hereby amended to reflect decreases in operating budgets for General Fund Departments of Four Million,
22 Nine Hundred Twenty-Eight Thousand,Five Hundred Forty-Five Dollars($4,928,545.00)to Two Hundred
23 Seven Million,One Hundred Ninety-Six Thousand, Seven Hundred Eight Dollars($207,196,708.00).
24 Section 2. Outside Agency Contributions. Section 6 of Little Rock, Ark., Ordinance No. 21,817
25 (December 3,2019)is hereby amended to reflect a reduction in contributions to Outside Agencies of Three
26 Hundred Forty-Five Thousand, Six-Hundred Sixty-Six Dollars ($345,666.00) to Thirteen Million, Seven
27 Hundred Sixty-Three Thousand,Seven Hundred One Dollars($13,763,701.00),representing the temporary
28 suspension of contracts with the Arkansas Arts Center, the Museum of Discovery, and the Downtown
29 Partnership for a period of 120 days. The amended contracts included in the operating uses in Section 5
30 include the following amounts for entities with which the City contracts for public services,or in which the
31 City has an ownership interest as follows:
32 (A) Arkansas Arts Center $466,667
33 (B) Museum of Discovery $128,000
34 (C) Downtown Partnership $96,667

1 Section 3. Records. The Director of Finance & Treasurer is directed to maintain appropriate records
2 which provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials
3 provided to the Board of Directors on March 31, 2020.
4 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
5 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
6 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
7 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
8 ordinance.
9 Section 5. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
10 ordinance are hereby repealed to the extent of such inconsistency.
