ORDINANCE NO. 4 21,683 (DECEMBER 18, 2018), TO ADJUST THE FISCAL YEAR 2019 5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE 6 ADJUSTMENTS FOR THE GENERAL FUND, STREET FUND, FLEET 7 FUND AND PARKING GARAGES FUND; TO DECLARE AN 8 EMERGENCY; AND FOR OTHER PURPOSES. 9 10 WHEREAS,the City approved a comprehensive budget for the City of Little Rock,Arkansas,in Little 11 Rock,Ark.,Ordinance No.21,683 (December 18,2018);and, 12 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General 13 Fund and Street Fund, and where necessary to authorize the increase or decrease in the Fiscal Year 2019 14 line items for these and other matters; and, 15 WHEREAS, such adjustments were made in Little Rock, Ark., Ordinance No. 21,747 (June 4, 2019) 16 to reflect operational changes in the General Fund and Street Fund; and, 17 WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance with City 18 Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to the 19 Board of Directors for approval. 20 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 21 OF LITTLE ROCK,ARKANSAS: 22 Section 1. General Fund Section 5 of Little Rock,Ark.,Ordinance No.21,683 (December 18,2018), 23 as amended by Little Rock, Ark., Ordinance No. 21,747 (June 4, 2019), is hereby amended to reflect an 24 increase in the General Fund Operating Resources amount of Three Million, Three Hundred Seven 25 Thousand, One Hundred Forty-One Dollars ($3,307,141.00) to Two Hundred Fourteen Million, One 26 Hundred Fifteen Thousand,Three Hundred Sixty-Three Dollars($214,115,363.00), and to increases in the 27 operating budgets for General Fund Departments of Three Million, Three Hundred Seven Thousand, One 28 Hundred Forty-One Dollars ($3,307,141.00) to Two Hundred Eleven Million, Eight Hundred Forty-One 29 Thousand,Two Hundred Sixty-Eight Dollars($211,841,268.00). 30 Section 2.Street Fund Section 5 of Little Rock, Ark., Ordinance No. 21,683 (December 18, 2018), 31 as amended by Little Rock, Ark., Ordinance No. 21,747 (June 4, 2019), is hereby amended to reflect an 32 increase in Street Fund Operating Resources of Eight Hundred Forty-Four Thousand,Nine Hundred Dollars 33 ($844,900.00) to Twenty Million, Nine Hundred Eighty-Nine Thousand, Two Hundred Thirty Dollars [Page 1 of 3] 1 ($20,989,230.00), and to reflect a decrease for Street Fund Departments of Five Hundred Thirty-Three 2 Thousand Dollars($533,000.00)to Twenty-One Million,Five Hundred Sixty-Six Thousand,One Hundred 3 Fifty-Eight Dollars($21,566,158.00). 4 Section 3.Fleet Fund Section 5 of Little Rock,Ark., Ordinance No.21,683 (December 18,2018), as 5 amended by Little Rock,Ark., Ordinance No.21,747(June 4, 2019),is hereby amended so the Fleet Fund 6 Operating Resources amount will decrease by One Million, Eight Hundred Seventy-Seven Thousand 7 Dollars($1,877,000.00)to Twelve Million, Seven Hundred Eighty-Nine Thousand, Four Hundred Ninety 8 Dollars ($12,789,490.00), and to reflect a decrease for Fleet Fund Departments of One Million, Two 9 Hundred Three Thousand,Two Hundred Fifty Dollars($1,203,250.00)to Fourteen Million,Two Hundred 10 Sixteen Thousand,Forty-Eight Dollars($14,216,048.00). 11 Section 4.Parking Garages Fund. Section 5 of Little Rock, Ark., Ordinance No. 21,683 (December 12 18, 2018), as amended by Little Rock, Ark., Ordinance No. 21,747 (June 4, 2019), is hereby amended to 13 reflect an increase in the Parking Garages Fund Operating Resources of Three Hundred Six Thousand,Four 14 Hundred Dollars ($306,400.00) to Three Million, Six Thousand, One Hundred Fifty Dollars 15 ($3,006,150.00). 16 Section 5. Outside Agency Contributions. Section 6 of Little Rock, Ark., Ordinance No. 21,683 17 (December 18, 2018), as amended by Little Rock, Ark., Ordinance No. 21,747 (June 4, 2019), is hereby 18 amended to reflect an increase in the funding from the proceeds of the one(1)-cent Lodging Tax for Parks 19 for the Arkansas Arts Center of Three Hundred Fifty Thousand Dollars ($350,000.00)to Seven Hundred 20 Thousand Dollars($700,000.00). 21 Section 6. Records. The Director of Finance & Treasurer is directed to maintain appropriate records 22 which provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials 23 provided to the Board of Directors on December 10, 2019. 24 Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 25 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 26 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 27 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 28 ordinance. 29 Section 8. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this 30 ordinance are hereby repealed to the extent of such inconsistency. 31 Section 9. Emergency Clause.
