3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A
5 SOLE-SOURCE CHANGE ORDER AGREEMENT WITH
6 GOVERNMENTJOBS.COM, INC. (D/B/A NEOGOV), IN AN AMOUNT
7 NOT TO EXCEED SEVENTY THOUSAND, SEVEN HUNDRED FORTY-
8 FIVE AND 73/100 DOLLARS ($70,745.73), PLUS APPLICABLE TAXES
9 AND FEES,FOR THE PROCURMENT OF AN ADDITIONAL SOFTWARE
10 PROGRAM; AND FOR OTHER PURPOSES.

12 WHEREAS, the City of Little Rock, Arkansas ("City") utilizes Governmentjobs.com, Inc. (d/b/a
13 NEOGOV)("NEOGOV") software for its Human Resources Employment Division; and,
14 WHEREAS,NEOGOV is the sole supplier for the Human Resources Employment Division software
15 licenses and related services for Insight Enterprise;NEOGOV Onboard;and NEOGOV Core HR Employee
16 Management; and,
17 WHEREAS, the Human Resources Employment Division NEOGOV software services is being
18 upgraded to include the NEOGOV Onboard Program in an amount not to exceed Seventy Thousand,Seven
19 Hundred Forty-Five and 73/100 Dollars($70,745.73),plus applicable taxes and fees.
20 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS:
22 Section 1. The City Manager is authorized to enter into a sole source change order amendment to the
23 contract with Governmentjobs.com,Inc.(d/b/a NEOGOV)for the Human Resources Employment Division
24 software upgrade to include the NEOGOV Onboard software licenses and services portion of the program.
25 Section 2. Funding for the software improvements and upgrades is available in Account No. 102701
26 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
27 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
28 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
29 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
30 ordinance.
31 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
32 the provisions of this ordinance,are hereby repealed to the extent of such inconsistency.
