HomeMy WebLinkAbout21778 1 ORDINANCE NO. 21,778 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE PURCHASE OF 175 APX 6000 5 PORTABLE RADIOS FOR THE LITTLE ROCK POLICE DEPARTMENT 6 AND 150 APX 6000 XE PORTABLE RADIOS FOR THE LITTLE ROCK 7 FIRE DEPARTMENT FOR AN AMOUNT OF ONE MILLION, FOUR 8 HUNDRED SIXTY-FOUR THOUSAND, FOUR HUNDRED SEVENTY 9 DOLLARS ($1,464,470.00), PLUS APPLICABLE TAXES AND FEES; AND 10 FOR OTHER PURPOSES. 11 12 WHEREAS,the Little Rock Police Department("LRPD")and Little Rock Fire Department("LRFD") 13 currently utilize Motorola Portable Radios; and, 14 WHEREAS, LRPD and the LRFD are requesting approval of a sole-source designation through 15 Motorola for the purchase of 175 APX 6000 Portable Radios for the Police Department and 150 APX 6000 16 XE Portable Radios for the Fire Department to replace older XTS 5000 Model Radios that are no longer 17 serviceable by Motorola as of December 31,2018; and, 18 WHEREAS, the City of Little Rock, Arkansas' ("City") existing Service Agreement with Motorola 19 will cover the new APX 6000 and 6000 XE Radios; and, 20 WHEREAS,LRPD currently has 548 XTS 5000 Model Radios and after this purchase,373 XTS 5000 21 Radios will need replacement; and 22 WHEREAS,LRFD currently uses the XTS 5000 Portable Radios and the Astero Motorola Radios,and 23 after this purchase,they will still need to purchase fifty-three(53)APX 6500 Mobiles,forty-nine(49)APX 24 6000 XE portables and seventeen(17)APX 8000 XE Portables; and, 25 WHEREAS, the One Million, Four Hundred Sixty-Four Thousand, Four Hundred Seventy Dollars 26 ($1,464,470.00)plus applicable taxes and fees is appropriate for 325 radios. 27 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 28 OF LITTLE ROCK,ARKANSAS: 29 Section 1. The City Manager is authorized to purchase 175 APX 6000 Portable Radios for the Little 30 Rock Police Department and 150 APX 6000 XE Portable Radios for the Little Rock Fire Department 31 through Motorola for an amount not to exceed One Million, Four Hundred Sixty-Four Thousand, Four 32 Hundred Seventy Dollars($1,464,470.00). 33 Section 2. Funds for this purchase is available through a short-term note,Activity No. F449002. [Page 1 of 2] 1 Section 3. Because Motorola is the only dealer authorized to sell these particular models within the 2 State of Arkansas,it is determined to be impractical and unfeasible to submit this purchase to a competitive 3 bid process. 4 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 5 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 6 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 7 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 8 resolution. 9 Section 5. Repealer.
