3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 EXECUTE AN AGREEMENT WITH BALDWIN & SHELL
5 CONSTRUCTION COMPANY FOR DEMOLITION SERVICES FOR
6 THE LITTLE ROCK POLICE DEPARTMENT HEADQUARTERS
7 PROJECT; AND FOR OTHER PURPOSES.

9 WHEREAS, the City's Request for Qualifications, Event No. 361 ("RFQ") was issued for the
10 selection of a Construction Manager to provide Design Assistance, Pre-Construction, General Contractor
11 and Complete Construction Management Services for the City of Little Rock's Little Rock Police
12 Department Headquarters Project("Project"); and,
13 WHEREAS, pursuant to this RFQ, the Selection Review Committee selected Baldwin & Shell
14 Construction Company ("Baldwin & Shell") from the candidates submitting proposals, and a
15 recommendation to select Baldwin & Shell for this project was submitted to the City Manager for
16 approval; and,
17 WHEREAS, Baldwin & Shell has the required professional skill and judgment, and is willing to
18 work with the City and the City's architect in a relationship of trust and cooperation, to ensure that the
19 renovation of the McFadden Building to house the Little Rock Police Department headquarters is
20 completed within budget, within schedule and in accordance with Arkansas State Law and the City's
21 construction Contract Documents; and,
22 WHEREAS, the contract fee for demolition services is anticipated not to exceed the amount of One
23 Hundred Four Thousand,One Hundred Fifty-One Dollars($104,151.00); and,
24 WHEREAS, City Staff will present to the City Board of Directors for approval the final Guaranteed
25 Maximum Price ("GMP") for the project, the Construction Management Services Fee, and the final costs
26 and reimbursable expenses for construction of this Project when a firm construction budget is established.
27 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
28 OF LITTLE ROCK,ARKANSAS:
29 Section 1. The Board of Directors hereby authorizes the City Manager to execute an agreement with
30 Baldwin& Shell Construction Company for demolition services in an amount not to exceed One Hundred
31 Four Thousand, One Hundred Fifty-One Dollars ($104,151.00) for the renovation of the McFadden
32 Building to house the headquarters for the Little Rock Police Department.
33 Section 2. Funding is available from Account Number 326529-TS52A28.

1 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 resolution.
6 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
7 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
