3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONSTRUCTION OBSERVATION CONTRACT WITH
5 MCCLELLAND CONSULTING ENGINEERS, INC., IN AN AMOUNT
6 NOT TO EXCEED FOUR HUNDRED THOUSAND DOLLARS
7 ($400,000.00), FOR THE 2019 - 2021 STREET RESURFACING
8 PROGRAMS; AND FOR OTHER PURPOSES.

10 WHEREAS, McClelland Engineers, Inc., was selected through a Statement of Qualifications
11 process, Bid No. 754, to provide Construction Observation Services for 2019 - 2021 Street Resurfacing
12 Programs; and,
13 WHEREAS, Construction Observation Services are needed for the 2019 - 2021 Street Resurfacing
14 Programs.
15 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
16 OF LITTLE ROCK,ARKANSAS:
17 Section 1. The City Manager is hereby authorized to execute a Construction Observation Contract
18 with McClelland Engineers, Inc., for the 2019 - 2021 Street Resurfacing Program in an amount not to
19 exceed Four Hundred Thousand Dollars($400,000.00).
20 Section 2. Funding for this project is from the%-Cent Capital Improvement Sales and Compensating
21 Use Tax Funds and the 2018 Capital Improvement Bonds as authorized by Resolution No. 14,803.
22 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
23 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
24 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
25 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
26 resolution.
27 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
28 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
