Mr. Minyard,
Please notify the Planning Commisioners that we are opposed to changing the Land Use designation for LU04-
01-05 (Basham) & LU04-010-7 (PDC Co.). We feel that any expansion of the commercial node at Taylor Loop
and Cantrell is unwarrented and detremental to our Westchester neighborhood. We are opposed to any general
commercial designation of these properties but specifically to the restaurant uses in both plans. We request
these properties be maintained at the current land use designations.

This is to exXess my objVion to the changes requested by the Developers of the above two properties. There is
already adeq rcial property along Hwy 10 without these changes. These development don't adhere to
the Design Overlay District -Highway 10 Scenic Corridor intent. These are basically small lot strip development
and two more curb cuts to contend with. The beauty of the Hwy 10 area is slowly but surely deteriorating due to
developments such as these. Your support in not recommending these developments will be appreciated.

INSTRUCTIONS FOR MAKING APPLICATION FOR A LAND USE AMENDMENT
1. The applicant (owner or authorized agent) shall appear at the Department of Planning and
Development, 723 West Markham, and complete the required application forms.
2. The applicant shall submit as part of the application three (3) copies of a plan including the
following information:
1. Area plan to scale
2. Property Boundaries
3. Proposed Land Use designations
4. Legal Description
5. Scale
6. North arrow
7. Vicinity map
8. Adjacent Street Names shown
9. Street Address of Property
3. A $60 filing fee (including sign fee) as prescribed by ordinance shall be paid to a City Collector's
office immediately after receipt and acceptance of the application. Applicant shall post sign(s) per
placement dictated by staff at least 15 days prior to the public hearing.
4. Land Use issues are heard by the Planning Commission on a six-week rotation basis. See Planning
Commission Calendar for the current year for exact dates.
5. If application is being made by an agent of the owner(s), an additional separate form
"Authorization of Representation Statement" will be required for each owner.
Please Note:
a) Submission of an incomplete application or noncompliance with the above may cause your
application to be withheld and not considered at the meeting and may require the payment of an
additional filing fee.
b) Staff advice as to the land use classification to be utilized does not constitute a recommendation of
approval of the application. Staff recommendations are based on field inspections, plans for the
areas, reports from other departments and other information.
c) After each docket closing, Staff will review the proposed reclassification to determine if a minor or
major plan amendment is required. An example of a major land use amendment is a change from
single family residential to commercial. An example of a minor land use amendment is a change
from community shopping to commercial.

Dear Donna:
lam providing this written request to defer the above referenced application and the related land
use amendment to the December 2 meeting of the Little Rock Planning Commission. As we have
discussed, the developer is considering changes to the original usage request in an attempt to
resolve staff concems and negotiate a more acceptable use mix.
We also need to review, the land use plan amendment with staff with respect to amending the
current map and classification request that is presented. The current classification shown Is for
full commercial (C ) land use which does not accurately reflect the nature of the PCD application.
The PCD application specifically describes ±3.57 acres of the properly as office, and 12.92 acres
as commercial- We feel a change in land use classification that reflects mixed office Commercial
(MOO) for the entire tract, or one that indicates the proposed commercial area and maintains the
office area as transition (T) would be a more accurate representation of the proposal. A third
option may be to reclassify the Office area for office land use.
Please contact my office If you have any questions. Mr. Randy Frazier will be present at the
October 7 meeting to answer any potential questions concerning the deferral request.

After review of the Planning Commission agenda comments, we request to make additional amendments to
the uses proposed in this application. These changes are a$ follows.
