As you are well aware, a committee representing the voters/taxpayers who live in and around the area in question, spent several months meticulously reviewing the land use plan for future compatibility. Directing your attention to the results of that review still "hot off the press", it appears the expressed desires of the people represented prefer the land be amended for "Single Family' and "Surburban Office" rather than the requested change to "Commercial'. If my interpetation is correct, I would hope the results of this plan would be strongly considered by the Planning Commission in making their decision. I suppose the outcome of this hearing will provide insight into the value of citizen time spent serving on committees of this type and "quality of life" issues. As President of the Pleasant Forest Property Owners Association and the 215 families it represents, I strongly urge the Planning Commission to recognize the River Mountain Neighborhood Action Plan and abide by the preferences expressed in the recently completed review. I believe the reason you have not received comments from the residential landowners near the property is because of a lack of understanding by lay people about the difference between land use and zoning. It would be strange for someone to oppose the rezoning from residential to commercial and not be opposed to the change of land use from transitional to commercial. For the record, our opposition to the reclassification of the land use is based on the same principles on which we are opposing the rezoning request. I am a little baffled on why the staff would be in favor of changing the land use to commercial when they are opposed to the rezoning of the tract to commercial and instead are recommending rezoning to office. We do not believe that commercial development, as opposed to office at that location, would be appropriate. We need a buffer between our houses and general commercial development. The purpose of transitional use is to provide that buffer. Changing transitional use to commercial defeats that purpose. If the continuous line of commercial property is allowed to continue, we are going to end up with a Rodney Parham situation, congestion, even more dangerous traffic conditions, and declining residential property values. Lusk long Form PCD located at 14410 Cantrell Road Dear Mr. Minyard: The residents of the Westbury Neighborhood are opposed to the requested rezoning of the property located at 14410 Cantrell Road from R-2 (single family residential) to C-3 (commercial) and land use from transitional to commercial. Rezoning the property from single family residential to C-3 is not consistent with the Little Rock Subdivision and Zoning Ordinance. Under Section 36-301 C-3 General Commercial District, "Extension of this district along major arterial streets in linear fashion shall be discouraged." Allowance of the expansion of the commercial nodes along Highway 10 to where they meet each other is inconsistent with this provision. Many residents of the neighborhoods along Highway 10 purchased their homes based on the understanding that under the City of Little Rock's Highway 10 Land Use Plan that the commercial development along the highway would be restricted to the commercial nodes that were set out in that plan. We are now seeing the expansion of the commercial nodes one lot at a time. If this continues we will be in a similar situation to that of Rodney Parham with continuous commercial zones. Allowance of a commercial property with 60 parking spaces between Candlewood Drive and Pinnacle Valley Road will create congestion and will make a hazardous traffic situation worse. Traffic along Highway 10 is already very congested. This will worsen our already dangerous area of the highway. Development of commercial properties in the area immediately surrounding our neighborhood will create congestion and lower the desirability and value of our homes. If this commercial development is allowed then there will be the creation of an almost continuous commercial strip from west of the Candlewood Shopping Center (the recently built bank west of the Sonic) to the recently built Walgreens. Therefore, we respectfully request that the rezoning of the property from R-2 (single family residential) to C-3 (general commercial) be denied. Sincerely, Nathan C.
