Our association has 125 family units and over 200 individual members and the association area lies past the RR tracks crossing Pinnacle Valley Road to the Arkansas River, and includes those residents on Pinnacle Valley, Beck, and County Farms Roads and the two marinas located in the area. I have had a majority of members express opposition to the approval of the planned development as proposed by Kelton and Valerie Brown for 40 apartment units along Pinnacle Valley Road. Among our concerns is the additional traffic in the area, especially since the City does not have funds to widen and improve Pinnacle Valley Road. Our area is primary access to Pinnacle Mountain State Park, Maumelle Park and Two Rivers Park and the Arkansas River, and the additional multiple family residents would greatly burden the area and the public's ability to have continued use and access to the area parks and the river. Also, City services are going to be even more burden as there is no fire stations between Walton Heights and Chenal to serve the area. Additionally, County police and fire protection will be hampered getting through timely to County residents in the area. Of course, this will also mean a change to the flood plain and additional water will be flowing to the Little Maumelle and create additional flash flooding to the area. I would appreciate you passing these concerns to the Planning Commission Members. If anyone has any questions please feel free to contact me at my work number below. NEWSLETTER— VOL. FIVE LOOKING BACK AT 2001 AND FORWARD TO 2002 ANNUAL MEETING OUR annual meeting was held August 18, 2001, and Annual dues were collected. Our current bank balance is $960.20. Among matters discussed was the fund raising for a TRAFFIC SIGNAL CONTROL LIGHT ON HWY 10. A campaign was started and initially $2,500 dollars were donated from area residents. Soon afterwards Pulaski County Judge Villines committed the total needed monies to complete the traffic signal. ENCLOSED is a post card pre -addressed to the County Judge, which we would appreciate you mailing to him after adding holiday greetings and a thank you for the traffi signal light. I have confirmed that the City and County i administrations have completed the bidding process, and a contract h been award to a local finil LEG. It is anticipated an that Contractor will begin work on the signal light in early spring. COMMUNITY NEWS We encourage our neighbors and friends in this season of good will and light to display your holiday cheer with outside decorations. A committee from the association will be judging who is the most festive and we will award of $50 dollar gift certificate to them. RE -ZONING There are again re -zoning issues that are impacting our community. There is a request before the City Planning Commission to approve an additional eleven apartment unit buildings with four apartments each (in addition to those already under construction) along Pinnacle Valley Road on the right side as you travel towards Highway 10, approximately halfway between the RR tracks and Highway 10. I have been contacted by many of our association members in opposition to the additional units, so we will be passing your concerns forward to the Planning Commission to oppose approval of the same. Among the concerns are additional traffic, flooding of the Little Maumelle from additional drainage, the City's abilities to provide adequate city services to the area such as police and fire, and the County police and fire services being hampered . inna eir efforts to timely reach rea County residents that ust past the proposed lopment. Recently, residents in the area being considered were forced to ante up their own money in order to get a traffic light, for which the City of Little Rock was unable to provide, to make it safe to exit their community. Pulaski County bailed out the residents and effectively the city, buying the much needed light. Now that the immediate crisis has passed, the city is considering increasing the density of the population in that area by changing from the current single-family zoning. Changes for developments contrary to origninal zoning allowed along Cantrell/Highway 10, have created traffic nightmares that spill over into adjacent neighborhoods with apparently no consideration for the quality of life for those most affected. When the issue is raised, the convenient response by the City of Little Rock is that there is no money budgeted to solve the problems exascerbated by the city. In our neighborhood, we cannot even get the city to address speeding in excess of 20 mph over the posted limit! Meanwhile, there still exist major needs for traffic lights in that same vicinity, i.e., Sam Peck and Cantrell. If there is no major uprising, or resentment to building apartments in an area not previously zoned for such, then the city should at least obtain some financial commitment from the developers to benefit other needs in close proximity to that area.
