HomeMy WebLinkAboutCBC_09 05 2019The City Beautiful Commission held its regular meeting at 11:30 a.m. on Thursday, September 05, 2019, at the City of Little Rock’s Department of Planning and Development, Conference Room, 723 W Markham. Chairman Harvey called the meeting to order. MEMBERS PRESENT: Michael Harvey BJ Sanders-Woods Steve Homeyer Robert Walker Phillis Anderson Bob Winchester Troy Laha MEMBERS ABSENT: Bobby Cushman Three Open Positions ALSO, PRESENT: Beth Carpenter, City Attorney’s Office D.Tracy Spillman, Plans Development Administrator, Department of Planning and Development, City of Little Rock. APPROVAL OF THE AUGUST MEETING MINUTES: Chairman Harvey entertained a motion to approve the August 2019 Minutes. Motion: Commissioner Homeyer made a motion that the August 01, 2019 Minutes be approved. Second: Commissioner Anderson seconded the motion and it passed unanimously. TREASURER’S REPORT: Expense Report: In the absence of Commissioner Cushman there was no new report. Commissioner Sanders-Woods stated that she has not been reimbursed for a previous CBC expense that she incurred. Staff stated that an inquiry would be made to the Planning Department, Office Manager concerning the funds that are due. COMMITTEE REPORTS, UPDATES: Public Relations Commissioner Anderson stated that as the new Public Relations Chairperson she has been allowed access to the CBC Facebook page. The commissioner also inquired as to where the content for posting would come. Staff explained this would be mostly generated at her discretion with input from the other commissioners of events or items of interest concerning the CBC. KLRB: Commissioner Walker agreed to be the CBC liaison to KLRB. He inquired of the other commissioners of this position’s responsibilities. Commissioner Winchester stated that KLRB meet the 4th Wednesday of each month and that most other information should be available on their website. Adopt-A-Street: The commissioners discussed possible dates for the next Bowman Rd pickup and decided on September 28 at 8:30 a.m. Eye of the Beholder: Commissioner Sanders-Woods stated that there is nothing new to report. Landscape Awards: Staff Member Spillman provided a PowerPoint Presentation of the 2019 Landscape Award nominees. The commissioners voted and selected the following properties. •Briarwood Animal Hospital 8422 Kanis Rd (Ward 6) •Taekwondo World Headquarters 2100 Riverfront Dr (Ward 3) •Curran Hall 615 E. Capitol Avenue (Ward 1) The commissioner’s then reviewed photos from a previously compiled Parks Department PDF of Little Rock landscape photos for the Landscape Award recipient poster. The commissioners voted and selected photo # 47 from the PDF. This photo shows the north façade of Curran Hall. The commissioners generally discussed the award presentation and the production of the award posters. Chairman Harvey entertained a motion to approve using CBC funds to pay for the award posters. Motion: Commissioner Winchester made a motion to appropriate a maximum of $400.00 to be used for the production the Landscape Award posters and framing. Second: Commissioner Homeyer seconded the motion and it passed unanimously. The commissioners then discussed the award signs that will be placed on the recipient’s site and the cost of production. Chairman Harvey entertained a motion to approve using CBC funds to pay for the award posters. Motion: Commissioner Homeyer made a motion to appropriate a maximum of $350.00 to be used for the production of the Landscape Award site signs. Second: Commissioner Winchester seconded the motion and it passed unanimously. The commissioners then discussed obtaining the single roses to be presented to each recipient at the award ceremony. Commissioner Sanders-Woods agreed to contact Tipton Hurst Florist and inquire if they would donate the flowers again for this year’s ceremony. T.R.E.E Fund: Chairman Harvey inquired if Commissioner Homeyer had investigated replacing a tree that was removed at City Hall. The commissioners then discussed the newspaper article stating that a tree which had been installed to honor veterans had been removed. It was also stated by the article that this tree at the corner of Markham and Broadway had become diseased and it was necessary for this tree to be eliminated. The commissioners discussed using T.R.E.E. Fund money allotted for this area to replace the tree. Commissioner Homeyer indicated that he would investigate this possibility and report back to the commission at the next meeting. It was discussed that the trees at the recently completed Arvest bank T.R.E.E. Fund project have died due to the lack of water. Staff stated possible remedies would be investigated. Commissioner Homeyer stated that the street widening at the Bowman Rd T.R.E.E. Fund project had been completed but there is not enough planting space to install the remaining trees on the west side of the road. Commissioner Homeyer also stated that one of the installed trees on the east side of the road has died. The commissioners discussed if one of the three (3) uninstalled trees reserved for the west side of the road could be used to replace the tree that has died. Chairman Harvey entertained a motion to approve using one of remaining trees for the Bowman Rd T.R.E.E. Fund project to replace the tree that has died on the east side of the road. Motion: Commissioner Winchester made a motion to replace one of the trees on the east side of the Bowman Rd T.R.E.E. Fund project that has died with one of the three (3) remaining trees that were being held for the west side of the project. Second: Commissioner Laha seconded the motion and it passed unanimously. NEW BUSINESS: There was no new business. ANNOUNCEMENTS: The next Adopt-a-Street pickup will be held September 28, at 8:30 a.m. ADJOURNMENT: Motion: Chairman Harvey made a motion to adjourn. Second: Commissioner Sanders-Woods seconded the motion and it passed unanimously.
