In my business our accent is on custom window coverings. We also do custom
bed coverings and interior design. We go to client's homes to help them in
selections of fabrics and design. Clients also may come into the shop to choose
fabrics and other items. We also order blinds, shades, shutters, etc.
Our samples and fabrics would be located in the main house in front. I have 2
designers and 1 office manager. The designers spend a lot of time out of the
shop.
After a client has made design and fabric decisions, we order the items for that
job. In the smaller building in back we would make the draperies. I have 2 and
sometimes 3 people who do the sewing. An installer picks up the finished
draperies and takes them out for installation.

Enclosed are our application materials for review of the above referenced Planned Commercial
Development (PCD) proposal. The following items are provided for your use:
1. Completed application and information forms.
2. Eighteen copies of the proposed site plan.
3. A memo from Ms. Joyce Holt, owner of Window Works, describing the nature of her
proposed business operation.
4. Three copies of the current boundary survey.
5. A copy of a Bagley Map for location reference.
6. A check for $ 210.00 to cover the filing and sign fees for the subject PCD application and
the corresponding Land Use Plan amendment request.
This proposal is to allow the subject property and existing improvements to be utilized as the
place of business for Window Works, Inc. Window Works is an existing local business seeking to
purchase the property and renovate the building for their specific use. Window Works provides
custom design and production of draperies, plus design services and showroom sales for other
window treatments such as blinds, shutters, shades, etc. There are very few direct retail sales at
the place of business. Products sold are typically ordered, then delivered and installed at the
buyers home or office. There are employees on site that will be involved in the sewing production
of draperies.

The proposed site development is minimal. The parking arrangement shown is proposed to use
the existing parking area with minimal changes at this time. The existing parking area does not
conform to current standards for landscaping, off -set parking requirements, or curb cut locations.
Glover Street is a public street, however, the circumstances of it's limited service and surrounding
existing uses have led it to be used more as a private drive within a parking lot. Our proposal is
to maintain this character and preserve the existing trees within the right-of-way. We have also
shown a potential future parking area in the rear of the building that could ultimately remove some
of the street frontage parking. A franchise may also be required to continue use of the parking
area within the street right -of way. The existing buildings are to remain and one additional small
storage building is proposed in the rear area.
The site has been used previously as a day care center which was given approval for use under a
zoning variance granted in 1978 by the Board of Adjustment. This use was significantly more
intense in traffic generation, outdoor activity noise than the proposed quiet commercial business.

Dear Area Neighborhood Associations
I am forwarding this notice at the recommendation of the staff of the City of Little Rock
Department of Planning and Development. An application for approval of a Land Use Plan
Amendment and Planned Commercial Development (PCD) has recently been filed to allow an
existing building and site to be used as a new location for Window Works, Inc. The site has
previously been used (under a zoning variance) as a day care center from 1978 until this year.
The site remains zoned as residential property, however, the surrounding uses and development
make it obvious the site is not suited for single family residential. This or any other proposed new
use, other than single family residential, must be approved by the Planning Commission to be
permitted.
