AN ORDINANCE TO AMEND THE LAND USE PLAN
(16,222) IN THE RIVER MOUNTAIN, WEST LITTLE
ROCK, HEIGHTS HILLCREST, DOWNTOWN, I-630, I�
BOYLE PARK, I-4301 65TI STREET WEST AND PORT �l`e
PLANNING DISTRICTS FROM LOW DENSITY 1`�,•,,<
RESIDENTIAL, COMMERCIAL, MULTI -FAMILY,
INDUSTRIAL, AND SINGLE FAMILY TO PARK/OPEN
SPACE AND PUBLIC INSTITUTIONAL; AND FOR OTHER �J
PURPOSES.
WHEREAS, as the Little Rock Planning Commission believes it
appropriate to amend the plan.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. That Single Family at Piggee Street and Russ
Street be amended to Park/Open Space to recognize Pankey Park.
SECTION 2. That Single Family north of Cantrell Road
Jbetween Garfield and Normandy Streets be amended to Park/Open
Space to recognize Open Space in the Normandy Subdivision.
SECTION 3. That Single Family north of Scenic Drive be
amended to Park/Open Space to recognize Open Space in the
Grandview Subdivision.
SECTION 4. That Low Density Residential at the south east
corner of Seventh and Rock Street be amended to Public
Institutional to recognize the Terry Mansion / Decorative Arts
Museum.
SECTION S. That Single Family in an area bounded by
V Valentine, 17th, Valmar and 18u' Streets be amended to Park/Open
Space to recognize Stephens Park.
SECTION 6. That Single Family between Pierce, 14th and
Hendrix Streets be amended to Park/Open Space to recognize Oak
Forrest Park.
/ SECTION 7. That Commercial and Single Family at the north
end of Circle Creek Street be amended to Park/Open Space to
recognize the Birchwood Park.
SECTION 8. That Single Family, Low Density Residential and
Commercial for part of an area bounded by Western Hills,
Fairways Drive, University Avenue, Rock Creek, Shady Lane, and
43 d Street and a second area partially bounded by Meadowcliff
Drive, University Avenue and the Fourche Creek be amended to
Park/Open Space to recognize Jack Stephens Golf Academy.
SECTION 9. That Single Family and Park/Open Space at the
north end of Longstreet Street be amended to Park/Open Space to
recognize Fletcher Cemetery.
SECTION 10. That Single Family, Industrial, and Park/Open
J Space at the southeast corner of Richlane and Heather Streets be
amended to Park/Open Space to recognize Richland Park.
SECTION 11. That the ordinance shall take effect and be in
full force from and after its passage and approval.

uses of city parks, museums, etc, on the future Land Use Plan in
conjunction with the adoption of the new Parks Master Plan.
Planning Staff recommends approval. Planning Commission
recommended approval on May 31, 2001 (6-0-4-1 in favor).
Notices were sent to sixty-six neighborhood associations in the
affected planning districts: Walton Heights-Candlewood NA,

BACKGROUND The proposed Land Use Plan amendments are in the River
Mountain, West Little Rock, Heights Hillcrest, Downtown, I-
630, Boyle Park, I-430, 65th Street West and Port Planning
Districts from Low Density Residential, Commercial, Multi-
family, Industrial, and Single Family to Park/Open Space and
Public Institutional. Park /Open Space includes all public
parks, recreation facilities, greenbelts, floodplains, and other
designated open space and recreational land. Public
Institutional includes public and quasi -public facilities that
provide a variety of services to the community such as schools,
libraries, fire stations, churches, utility substations and
hospitals.
This amendment has eleven parcels which may or may not be
shown on the 1983 Park System Master Parks Plan, but are
shown on the new 2001 Little Rock Parks and Recreation
Master Plan. These areas are not shown as either Park / Open
Space or Public Institutional on the Land Use Plan. The
proposed zoning on all eleven parcels is to the new Park zoning
category.
With the adoption of the new master plan for parks, these
changes bring the Future Land Use Plan into accordance with
each other.
