Thank you for your February 26, 2003 letter with the information for the five different
neighborhood associations that the City encouraged me to contact concerning my application
for a Land Use Plan Amendment. In response to your letter, I have called and spoken with at
least one representative of each association listed in your letter.
Each conversation included my description of both my Application For Rezoning of Lot 8 from
R3 to C3, and my Application For A Land Use Amendment to change the land use designation
from office to commercial. In each conversation, I spent several minutes describing the location
and current use of the property. Some persons had questions, but only to insure that they
understood the two applications. Others had no questions.
The Hillcrest Owners Association is the only neighborhood adjacent to the property. The
Hillcrest annual meeting and its Board voted not to oppose either application. They also stated
that an officer of the Board would both call the city and send a letter acknowledging that
Hillcrest had no reason to oppose either the Application For Rezoning from R3 to C3, or the
Application For A Land Use Amendment to change the land use designation from office to
commercial.

In every case, the conversation was positive and supportive of both my Application For
Rezoning and my Application For A Land Use Amendment. Each neighborhood association
officer, both past and present, ended the conversation with a statement that he or she saw no
reason for their particular neighborhood association to oppose either of my applications.
Following each conversation, I advised each person that a city official might call to verify that
the dialogue actually took place.

As President of the Prospect Terrace Neighborhood Association, I received notice of the subject
re -zoning request from R-3 to C-3, for property located at the southwest corner of "A" and Van
Buren Streets. While my term as president has expired, I am very familiar with this property and
with my neighborhood and have heard absolutely no objection to this proposal.
I pass this lot nearly every day and believe the request is reasonable because it is part of, and
compliments the Harper property at Markham and Van Buren. For many years, the restaurant at
Markham and Van Buren was operated by Little Rock resident and businessman, Oliver Harper,
whom I knew quite well. The application by his son to reclassify the "A" Street property is
consistent with the restaurant use and the neighborhood. I urge you to approve the application.

Dear Mr. Moore:
I have spoken with Mr. M.N. Harper and read the information he
has provided to the City of Little Rock for the application on
the rezoning of Lot 8, Block 7, of the Pfeifer addition, at
5101 A Street in Little Rock.
I feel that the applications should be approved as submitted
and without change. Lot 8 is the only lot in the entire block
not zoned for -commercial use although it is now being used for
commercial parking

At the request of the applicant, Mr. Morris N. Harper, I am writing as a former leader of the
Heights Neighborhoods Association to advise you that the property at issue in the above -referenced
applications is well outside the organization's former boundaries as adopted by its board prior to the
organization becoming inactive.
As you are aware, the Heights Neighborhoods Association is not now active, and has not been
active for several years. I cannot, therefore, speak on behalf of the organization other than to say that
the property is beyond the boundaries of the former association. For that reason, I can only assume
that if active, the association as an organization would not oppose the applications.
