Plan Amendment, L000-04-03, at 5209 & 5215 J Street. This action was denied
by the Planning Commission that evening.

Dear Mr. Minyard:<BR>

Thank you for sending me the detailed information concerning the elevation of the proposed
building. I'm sorry that I will not be able to attend the meeting, but I wanted to definitely voice my
opinion of the proposition. <BR>
<BR>
I am definitely against the 4-plex that is being proposed on "J" Street. There are several reasons
that I am against this building being built. <BR>
<BR>
" The person that wants to build this 4-plex already has several houses/apartments that he rents
out on "J" and "I" street and the existing structures and not properly maintained. The yards nor
the apartments themselves are manicured to the level of any of the personal property on "I"
street. Therefore, I do not have any reason to believe that the owner of the 4-plex will take care of
the new structure and/or land than he had for his other investments. I believe that his buildings
lower the value of the homes on "I" street and this building could only jeopardize that there could
be even a larger negative impact for "I" street. <BR>
<BR>
"Another issue that causes me distress about the proposed building is the parking issue. The
owner wants to place a driveway that is entered on "I" street. The parking lot will also have
several visible parking slots from "I" street and also will be visible from several homes. This is
definitely a sore eye for anyone directly surrounding their homes and will also cause their homes
to depreciate in value. Additionally, parking is already an issue for the home owners on "I" street.
We have the additional overflow of parking from Holy Souls School, Holy Souls Church, and Mt.
St. Mary's Academy. Also the owner of the houses/apartments presently does not have sufficient
enough parking for his tenets now. If he was allowed to let more overflow parking from a new unit,
the streets could potentially be full around the clock. <BR>
<BR>
* I have also been informed that trees will have to be removed for this building. One of the
reasons that people chose to purchase a home in Hillcrest is because of the large old tress. That
is part of Hillcrests character and it would be a shame that it becomes possible for people to
make changes that will take away from its original appeal. <BR>

I hope that my input has been helpful and that my opinions will be taken into account. <BR>
