A SUB- STITUTE MOTION WAS THEN MADE TO RECOMMEND TO THE CITY BOARD THAT ALL BUT THE NORTH 30 FT. OF THE TRACT BE REZONED "F" COMMERCIAL. THAT MOTION PASSED BY VOTE OF (9 ayes - 0 noes - 2 unfilled positions). Staff Recommendation: This 2.5 acre tract lies on the east side of Geyer Springs Road at the MOPAC tracks and is generally below adjacent grades. The staff review and field check revealed some unusual circumstances such as: across Geyer Springs Road the partially vacant and potentially good commercial land running through to University is zoned "A" and used residential. All the commercial land on the west side of Geyer Springs Rd. is occupied by mobile homes. All of the "F" zoned land to the east of the application is occupied by a large well maintained mobile home park. (The park was zoned "F" before the creation of "MH" District when "F" was required for mobile home parks.) It appears from our review there is no commercial area develop- ing north of the railroad tracks and the commercial existing is not likely to be developed in the immediate future. This situation probably was created when 65th St. was extended to University Ave. and removing some of the traffic load and commercial desirability on this street. In view of the fact that nearly all of the east and west sides of Geyer Springs Rd. are residential use for approximately 5 blocks, we recommend that this parcel not be rezoned, but be retained as is.
