The. Staff's recommendation was read as follows: "The Staff recommends
der.ial of requested "F" zoning. This "E-1" strip on "T" Street was
part of a zoning plan adopted for this area and was rezoned to provide
a buffer zone between the commercial areas on Cantrell and residential
areas to the south and wes·t. At present, three of the six lots involved
are presently occupied by "E-1" use. One lot is vacant and two lots
con·tain single family homes. "A" zoning and land-use exist adjacent on
the south and across the street to the west. It is felt that an expan-
sion of "F" Commercial in the area would be highly undesirable. It would
destroy the buffering presently existing by the "E-1" zone and use of the
land. 11
M:r. Jeff McLane., representing the applicant, stated that they were not
prepaxed to present their case at this meeting and asked that the matter
be deferred until the December 7th meeting.
The Chairman asked if he could defer the ma.·tter to the January meeting.
Mr. McLane replied, "Due to the fact that we are attempting to get
financial information to arrange the professional golf shop which we are
planning to put in this building and using the adjoining lots available
to it, it looks like that it will make us pretty tight in getting loan
committals at the same time."
A motion was made to defer the matter until the December 7th meeting,
which was seconded and passed.

The Staff's reconnnendation was read as follows: (This case was
deferred at last month's meeting). "The Staff restates its previous
reconnnendation which was to deny the application< This 11 E-1 11 str·ip
on "T" Street was part of a zoning plan adopted for this area and
was rezoned to provide a buffer zone between the connnerci.al areas on
Cantrell and residential areas to the south and west. At present,
three of the six lots involved are presently occupied by 10 E-l 11 use.
One lot is vacant and two lots contain single family homes. "A"
zoning and land-use exist adjacent on the south and across the street
to the west. It is felt that an expansion of npn Connnercial i.n the
area would be highly undesirable. It would destroy the buffering
presently existing by the "E-1 11 zone and use of the land. •u
Mr. Jeff McLane was present to represent the applicants. He said
they proposed to build a professional golf shop on Lots 5 and 6.
They feel like the property innnediately south which is "MF 24" would
be a natural buffer and would not create a major problem in the 11 F 19
Connnercial for a retail outlet. There is no a.c ce:ss between the ·two
pieces of property except by going down "T" Street making a left on
. Watt Street, and they feel because of a 26 ft. drop in the lowest
point of the parking lot on Lots 5 and 6 to the highest point on the
proposed lot would create a natural or physical buffer zone. for the
two pieces of property in question. The important point is the need
of a buffer zone between the "F" Connnercial and single-family residents.
Mrs. J. H. Davis, 2105 Watt Street, was present and stated that her
property is adjacent to the subject property. She did not object to
the property being rezoned to "F" Connnercial. She further said that
some time in the near future she might want to get her property rezoned.
Mr. Matt Holody was present in favor of the application" He
stated that he and Mr. Spears own Lots 7 and 8 · and are in favor of
small businesses like the subject property to be located in. the
area. They have already made improvements by putting in curbs and
gutters. He said Mrsc Davis had the nic.est home adjacent to this
proper·ty.
Mr. Gilmore reconunended leaving Lots 7 and 8 'jE-1'1 and rezone the
other to "F" Connnercial.
Mr. Venhaus stated that the Staff would have no objection to tha.t .
Mr. Whitmore, City Attorney, stated that the Board should a ct on
the application a.s submitted first.
Mr. Ewing made the motion for approval of the application from
"E-1" to "F" Connnercial District.
Motion failed for lack of affirmative votes ,
Motion was made to rezone Lots 3, 4, 5 and 6 to "FH Corranercial,
which was seconded and passed.
Mr. Wickard asked to abstain.

described property requesting a change of zone classification from "E-1"
Quiet Business District to "F" Conunercial District by amendment of the
Little Rock Code of Ordinances (Chapter 43) has been filed with the Little
Rock Planning Conunission, City Hall. A public hearing on said petition by
this Conunission will be held in the Board of Directors' Chamber, City Hall
on November 2, 1972, at 2:00 p.m.
ALL PARTIES IN INTEREST MAY BE HEARD at said time and place or may notify
the Commission by letter of their views on this matter.
The purpose of the rezoning request is to permit the building now occupied
.by L & L Realty to be transformed into a retail outle·t for golf equipment
(House of Golf) and the adjacent buildings to be transformed into commercial
offices.
