through the Planning Commission pursuant to Arkansas law on City planning, Act 186, of
1957, Acts of Arkansas, and Section 23 of the Little Rock Zoning Ordinance No. 5420 as

by the applicant to all other parties in interest, including owners of land within 200
feet of the boundary of the area under consideration as required by the rules of the
Commission, and that the cost of these notices shall be borne by the applicant.

The Staff's reconnnendation was read as follows: "The Staff reconnnends
denial of the application. It is felt that subject property is suitable
for single family development."
Mr. Robert Laster, Attorney, was present represen·ting the applicant. He
asked that the petition be amended to ''MF 12"-. He understood that the main
objection would be the access for multi-family use. The owner proposes to
sell this prope.rty to a developer or builder wh o wants to put townhouses up.
T"he subject property is adjacent to the new'Bap tist Hospital. The access
road to the hospital cuts one corner off of the subject property. There is
a definite need for multiple family hous'ing for employees of the hospita.l
to be close to their work. This property runs longways north and south and
there is a 12 ft. easement that goes to the road but is not open.
The Chairman stated that there was a letter from the Highway Department
in regards to the access road for Mr. Longstreth's information.
Mr. Longstreth, the applicant, stated that all he wanted was up to the
access road.
Mr. Richard Archambeault, 9404 Cynthia Drive, was present in opposition.
He stated that some of the property owners had met and decided the
value of their property would decrease if this application was approved.
There is flooding from Rock Creek which has already . lowered the value of
their property somewhat. Both Cynthia and Cloverhil~ Drives dead end at
the subject property. Also, these ·proposed apartments would cause more
traffic 'through their area and would be hazardous because of the children
playing in the streets.
He presented a petition with 136 signatures of residents in the area in
opposition.
A motion was made for denial of the application, which was secortded and
passed.

Notice of Public Hearing
For Rezoning
In accordance with a Notice of Public Hearing received by this
Department on October 6, 1972, a copy of which is attached, we
have investigated the matter of rezoning of the property de-
scribed therein. We find that the proposed right of way for
Interstate 630 will take a portion of this tract. A sketch of
the proposed taking is enclosed.
On the basis of our findings, the Department wishes to file an
objection to the rezoning until after the taking for right of
way purposes has been made. It is anticipated that this should
be within the next twelve (12) months.
We will appreciate your consideration of our request in any
action you may take concerning this rezoning.
