The Staff's recommendation was read as follows: "The Staff recommends denial
of requested zoning. The zoning of this lot to "F" would effect the intrusion
of commercial uses into a neighborhood that is relatively stable and is com-
posed primarily of single and multi -family uses with limited institutional and
office uses. The commercial areas serving this part of the city are well
established at 17th and Main and Roosevelt and Main and at 21st and Rock. This
proposal would serve only to encourage further strip zoning of Main Street.
Because the requested rezoning is in conflict with the adopted Neighborhood
Development Plan for that area the Little Rock Housing Authority recommends
denial of the application."
Mrs. Ruby G. Robinson, the applicant, was present and stated that she had lived
in this house for 25 years and it had served its usefulness as a home. She
said there were nursing homes and business offices nearby, and the nursing home
on the corner had acquired the adjacent property for a parking lot. Also,
there was a vacant house behind her property.
Mr. Sam Robinson, Jr., son of the applicant, was present and stated that some-
thing needed to be done about the economic value and highest and best use of
the property.
Mr. Bob Lowrey, a member of the Board of Youth Home, Inc., was present and he
stated that they proposed to use the property as an outlet for a non-profit
organization. He believed this outlet should be located in this area as
proposed.
One letter of objection from Mr. John F. Adams, 2015 Louisiana Street, was
read and placed on file.
A motion was made for approval of the application, which was seconded and
passed.

I am writing on behalf of some of the neighbors and myself
regarding any proposed rezoning of the residence at 2020 Main Street.
We feel that a 'quiet business' zoning, such as the property
adjoining it to the North is now zoned, would be sanctioned by the
neighborhood. However, a commercial zoning would not be favored by
other property owners.
After a check of the area, we feel sure you will atree that
commercial zoning would not be proper or desired.
