'IMF 699 Multi=family District The Staff's recommendation was read as follows- "The Staff recommends approval of this application. The location and terrain of this site are such that development as low density residential should not have an adverse effect on adjacent properties. The "MF 690 density proposed would allow 20 units to be constructed on this 3.4 acre site. The shape of the tract precludes proper lot division for single-family or even duplex usage. Also a large natural swale runs diagonally southeast to northwest across the tract preventing building site location problems. A major street access lies 225 feet to the east and would relieve any traffic problem which is normally associated with apartment developments." A letter of objection from W. Leonard Griffin who owns property at Reservoir Road and Claremore Street, was read and filed. Mr. Paul Mooser, the applicant, was present and stated that °.'MF 6" would allow him more flexibility in making a development plang that Claremore Street would be the entry and is a deadend, rather narrow street and unimproved. It has no curbs, and is asphalted treated. He said the only complaint he had was a home that faced Reservoir Road and this will be substantially behind it. It is rented, and the more expensive homes do face Reservoir Road, and clone face this piece of property. The others face either away from it or parallel to it. Mr. Mooser said that Claremore Street would have to be considered when the development plan is submitted, and they would have liked to make this fit into Echo Malley Subdivision street pattern, but could not do so as it is a very difficult piece of ground. 9IMF 6-09 he said is about the same density as duplex density e 6 units per acre o or a maximum of 18 units for this property. Mr. Putnam reminded Mr. Mooser of another application submitted several months ago on Reservoir Road to rezone 20 acres to apartment development which was to be a buffer to residential and he had indicated that it was not satisfactory. "Now we have an application to drop apartments right in the middle of a residential area with no buffer.Q9 bar. Mooser replied "we are trying to find a use for this property and it is a little different circumstance here. The Subdivision it faces (to the south) is an unplatted subdivision with unimproved streets and we don't own the other side of the street and there are some old homes on this. One home on the corner would have a value of somewhere around $7500. and it is an older area. We don't have enough depth or width to bring in our own street that would be independent of this. We are trying to find something that will be compatible with what is there now." A motion was made for appgoval of the application, which was seconded and passed.
