Mr. Venhaus explained the Staff's position on this application. He said through the .efforts of the Housing Authority and the Neighborhood Development Program in this area, there has been developed and adopted a land use plan for all 'this r esidential area which calls for the area to remain single-family residential or low density residential. This 'W' -Commercial application is definitely in violation of that adopted .land®use plan. At the time we considered the land use plan, the Staff recommended, as did the Housing Authority, that all that area be changed on the land use plan to industrial use so that any piece of property could be rezoned on demand to an industrial classification. 'Ve have an application filed on the interior of this property. It is totally improper to change the land use plan on this area on the basis of individual lot rezoning. I think we ought to again contact the neighborhood residents, find out their wishes about the land use plan for the area, and if we are going to make a change, then let's make it for the entire area. If we are not going to change it, then I think by defini- tion, the application under consideration should be denied. I do not think it appro- priate to change the plan and change the parcels, on a lot by lot basis because maybe in some cases the residents would not favor that particular zoning, and in other cases they would, and the rules ought to apply uniformly to all the property owners in the area. I would therefore like to suggest that the application be deferred and suggest that the Housing Authority again call up their groups in that area and discuss with them the existing land use plan, and whether or not it ought to be changed." 4. Without a descenting vote, the Subdivision voted to support the rezoning and recommended that their action be sent to the Model Cities Physical Environment Committee. The Physical Environment Committee was called into session on the same night and supported the Subdivision's action and sent the recommendation to the Model Cities Coordinating Committee. The Coordinating Committee met June 28, 1972, and endorsed the action taken by the Physical Environment Committee and recommended that the Model Cities staff support the rezoning of the two properties before the Planning Commission on July 6, 1972. We are convinced that the citizens affected by the rezoning have had an opportunity to have gathered the necessary information in order to make their decision to support the rezoning.
