These lots fall within the Mills Freeway Study a;; -ea and are proposed to remain "C" zoning, The Board of Directors de_�iei:1 an application on this site in April, 1972 for "D" zoning at which time t�iey indicated no desire to further expand the apartment zoning in this area of Cedar and Pine Streets. The Staff in the past has supported multi -family zolaing, as has the Commission, but feels that with the potential for expansion of hospital facilities, the well maintained single family structures and 1:1ifficulty in lot assembly, it would be inappropriate to rezone at this time, Mr. J. W. Walkj!!r was present to represent the applicant. He stated that they own a super b1pek of 16 lots, 8 located on Elm Streit and 8 facing Cedar Street. Immediately across the street bordering the 8th Street Expressway, we also own 5 lots, two of which are zoned "E-1" and 3 are zoned "D" Apartment. There are 24 units on 5 �_ots zoned "D" Apartment on Elm Street. Elm Street has probably been zoned 19)" Apartment since the zoning ordinance was put into effect. We presently own +.apartments on 5 lots on Elm Street and on two additional lots at the corner of Elm and 7th Street. We presently own 4 lots on Cedar Street. We own 11 out pf 16 lots which indicates that we are making more than a modest• amount of proga:.-ess toward assembling the lots. It is not beyond reason that we will be ablp to block up this whole block, or at least significant parts of it. We have n1;) immediate plans for the use of this property because we feel that it would be better to acquire all the property and then make provision for additional apaT.-tment construction based on the available land that we have been able to compile:. We feel that what the Board of Directors did last year should not have any influence on this application.. The Chairman apked what was the Staff recommendation a year ago. Mr. Walker replied that it was recommended for "D" Apartment and passed by the Planning Cpmmission a year ago. Mary Joe Kitchpn was from ACORN and represented some homeowners in this area.
