through the Planning Commission pursuant to Arkansas law on City Planning, Act 186, of
1957, Acts of Arkansas and Section 23 of the Little Rock Zoning Ordinance No. 5420 as

The Staff's recommendation was read as follows: "(This case was deferred
on November 4, 1971, with the concurrence of the applicant, on request of
the UALR asking that it be held up pending results,of a study by the......
University of land areas adjacent to the campus. It was subsequently
deferred at the request of the applicant, until this July meeting.) Dr.
Stabler of UALR has the case under consideration as to what effect com-
mercial development of subject property under "F" zoning would have -on
the planned area for the university. Dr. Stabler is out of town until
July 7 and so far no communication has been received from him. In
deference to his concern the Staff withholds making a recommendation at
this time, although approval was previously recommended due to the
current surrounding land -uses and zoning."
Mr. Sam Raines, agent for the applicant, was present. He requested that
the west 140 ft. and the east 50 ft. of the property involved in this
application be deleted from the application. The 50 ft. wide parcel
belonging to a Mrs. Red is to remain in the application and concerning
which he requests a 30 day deferral.
Mr. Venhaus suggested that the application be denied.
Motion was made for a deferral until the August meeting,which was seconded
and passed.

A letter was read from the University of Arkansas at Little Rock asking for a
deferral of this application until a professional-planp_er has completed a study
of a ten-year plan for land utilization including the area detwe en--t"e University
Campus and Fair Park Boulevard.
A motion was made to defer action on this application until the June 1972 meetin
of the Planning Commissionwhich was seconded and passed

The Staff's recommendation was read as follows: "This case was deferred
from the August 3rd meeting at the request of the applicant. This Division
has contacted Mr. F. L. Robinson of U.A.L.R. who advises that negotiations
to acquire this lot by the University has almost been concluded, and that
we will be advised by letter of the status of the matter before the
Commission meeting. In any event, the University opposes the rezoning of
this property as they have acquired the lots adjacent on both sides. The
Staff recommends denial of this application."
A.motion was made for approval of the application, which was seconded but
failed because of lack of sufficient affirmative votes.
Application was denied.

This is in response to your telephone conversation with
Mr. F. L. Robinson on July 21, 1972, concerning the status of the
fourth of four lots in the original application to rezone 5511 Milton
Street from "A" Residential to "F" Commercial. The fourth lot
owned by Mrs. Myrtis Red is under consideration for purchase by
the University of Arkansas at Little Rock and is adjoined on two
sides by lots recently purchased by the University from Mr. Sam
Raines, Arkansas Lands Company.
The University is currently developing a ten year land
utilization plan with the assistance of a professional planner
including the area between the University campus and Fair Park
Boulevard. The University would hope that further rezoning con-
sideration for the lot owned by Mrs. Red might be delayed.

Dear Sirs:
The University of Arkansas at Little Rock requests a special
meeting with the Little Rock Planning Commission to discuss growth
problems in the University of Arkansas at Little Rock area.
Definite plans and expectations are that the University of Ark-
ansas at Little Rock will exceed an enrollment of 12, 000 students by
1980. University of Arkansas units in Little Rock expected to be housed
on the UALR campus, among others, are the Graduate Institute of Tech-
nology and the Graduate School of Social Work. The serving of 8, 000 to
10, 000 additional students and the location of the several other University
of Arkansas units on the UALR campus will require a significant expansion
of the campus to the east and to the north.
The University of Arkansas is in the process of employing a
professional planner. Preliminary conferences with the proposed planner
indicate that the University needs to work with the Little Rock Planning
Commission and the Little Rock Traffic Department to establish a ten-
year plan for land utilization, including the area between the University
campus and Fair Park Boulevard.
In the meantime, the University requests a delay for further
study of the proposed rezoning of Lots 2 and 3, Toska-Leymer's Addition
of lands owned by the Arkansas Lands Company and Mrs. Myrtis Red.

The University of Arkansas is in the process of employing a
professional planner. Preliminary conferences with the proposed planner
indicate that the University needs to work with the Little Rock Planning
Commission and the Little Rock Traffic Department to establish a ten-
year plan for land utilization, including the area between the University
campus and Fair Park Boulevard.
In the meantime, the University requests a delay for further
study of the proposed rezoning of Lots 2 and 3, Toska-Leymer's Addition
of lands owned by the Arkansas Lands Company and Mrs. Myrtis Red.
