through the Planning Commission pursuant to Arkansas law on City Planning, Act 186, of
1957, Acts of Arkansas and Section 23 of the Little Rock Zoning Ordinance No. 5420 as

The Staff's recommendation was read as follows: "The Staff recommends approval of
this application. The rezoning of this lot to "E -l" would be an extension of the
"R -l" development on the south side of "U" Street which the Staff and Commission
looked favorably on when the adjacent property was rezoned to "E-1" on July 19,
1971 (Z-2475). The land dropping off sharply to the west would effect a grade
separation and in effect a buffer for the residential property on the west. It is
felt that an "E-11" use at this point would not adversely affect the neighborhood."
Mr. James E. Holiman, the applicant, was present. There were no objectors.
A motion was made for approval of the application, which was seconded and passed.
