to be held beginning at 2:00 p.m. on October 7, 1971, and to the following
new matter to be considered:

Present Classification: 'C" - Two family and 'B' -Residence Districts

(b) proposed use: Lumber storage and parking area - Immediate use"
You are advised that the above described property is within our
Neighborhood Development Program, Program No. ARK A-9, which in this
locality overlaps the Model Cities area. In this connection Mr. Hill,
Director of Model Cities, in his letter of September 16, 1971, gave
his views and made his recommendation.

This office has not yet developed a firm land use plan in the
locality for the Neighborhood Development Program, but studies are
now under way. We will, in our studies, consider the Wrape Mill
expansion; however, it will probably be several months before a
plan can be developed, considered by the Planning Commission, and
adopted by the City.
Since it is not known at this time whether the proposed zoning
to "K" Heavy Industrial District will be in conflict or agreement with
the land use plan now being developed, we are in general agreement with
Mr. Hill that the re -zoning not be authorized at this time. It is
therefore recommended that action on the request be deferred until the
plan has been developed and adopted.
If further information is needed please advise.

Dear Mr. Barber:
The City of Little Rock, through its Model Cities program, is attempt-
ing to move as much blighting influence from the residential section of the
Model Neighborhood as possible. This year over two million dollars is be-
ing spent in the East End area in the development of a neighborhood center -
and -park complex and improvements in drainage, streets, gutters and side-
walks.
To re -zone the north half of Block 6, Clinton Park Addition, from B to
K would be adding additional blight in that neighborhood. Lots 4 and 5 and
Lots 8 through 14 (all in Block 2, McLeans Addition) are also in mixed re-
sidential and industrial areas.
We do not oppose the expansion of Wrape Mill per se, but feel that the
expansion of Wrape Mill must be controlled in order to keep from working
against the efforts of the Model Cities program. Therefore, we oppose the
re -zoning of the above mentioned properties until the City and representa-
tives of Wrape Mill are able to diverse an expansion plan which will be in
the best interest of the people living in that area.

The Staff's recommendation was read as follows: The Staff recommends the case
be deferred for 90 days or sooner to permit Mr. Hill,Director of Model Cities,
time to negotiate with the applicant toward carrying out a land -use plan satis-
factory to both parties. This recommendation is based on Mr. Hill's desires
expressed in his letter of September 16,1971,"
Mr. John Haley, representing various owners, was present, and indicated he had no
objection to a 90 day deferral of the matter, but would like an opportunity to
meet with Model Cities in advance of its ultimate preparation of the land -use
plan.
The Chairman stated the Little Rock Housing Authority and the Director of Model
Cities has filed letters concurring with the deferral of the case.
A motion was made for deferral of the matter until the regular January 6th meeting
of the Planning Commission, which was seconded and passed.

The Staff recommends approval of the application. The land -use plan involving this
area is a subject for discussion later during this meeting concerning the Eastend
N.D.P.
Mr. Nathaniel Hill, Director of Model Cities, waspresent stating that they had had
a meeting with Mr. John Haley, attorney for Wrape Stave Company, the Housing
Authority, and Community Development Department, and recommended that the applica-
tion be approved subject to a mutual agreement on screening and setbacks. This will
be reached between the City and Wrape Stave Company before the application and the
ordinance is approved bythe City Board. The land use plan was approved by residents
in a public hearing before the Housing Authority but does call for setbacks and
screening where industry and residential areas meet,
Mr. John Haley, attorney for the applicant, was present, and was questioned as to
whether this is agreeable to him. Determination has been made as to the precise
limitation of industrial expansion and this is acceptable to Wrape Stave Company.
He said they had agreed on a setback for some distance, on a wall or fence of some
type, and evergreen planting of some sort - the specific plans to be approved by
both parties. Instead of a solid 6 foot high masonry wall, Wrape has proposed
instead a combination of metal and redwood fence which would have less problems
of defacement, etc. Model Cities is still awaiting details of the plan and sketch
of what it would look like. "We would not object to the masonry fence, but we think
another type of fence would be more mutually agreeable."
After some discussion as to the type of motion, it was suggested that the Planning
Commission recommend the granting of the rezoning subject to submission of an
acceptable development plan to the Department of Community Development. The motion
was seconded and passed,
