Venhaus, Secretary 5-7-71 250 Planning Commission Mi fates, - September.2,1971 Tract No. 1 - 4510 Fourche Dam Pike From: "A" -One -family District To "H" Business District The Chairman stated that the Planning Commission has a written request from the Airport Commission to defer this item for a period of ninety days to enable the Staff to make a study of this entire area. He asked the applicant of this petition if he would go along with this request and he said he would like for the petition to be heard today. Mr. Venhaus said the Staff had previously prepared a recommendation of approval on this application, and the next one, based on the 1964 Comprehensive Development Plan and on the existing land use and development in the area, but would certainly want to comply with the Airport Commission's request. "One thing to be accomplished would be to amend the 1964 Comprehensive Development plan to include the additional runways which have never become a part of any of the City's official plans, and if the Airport Authority is desirous of including these runways affecting these two properties, we certainly think it should be included on our Plan. This would provide the Airport Authority with the option to purchase this ground before it was ever developed for any other purpose regardless of how it was zoned, and we think as a very minimum consideration that this ought to be done. It is to our advantage and the Airport's advantage to find out how much land ultimately they would wish to own in this area, and what their thinking is in terms of the land to the east. We might be able to effect some reconcilation of'what the immediate property owners request in the area." Mr. Venhaus suggested that sixty days would be sufficient time in which to make the study. Mr. William Haught,attorney, representing Mr. J. Dan Baker, the applicant, was present as was Mr. Baker. He said while he did not necessarily object to the Airport Commission's study and deferral of this matter for a period of time, he would like to ask whether the Planning Commission had any knowledge of whether this study would require any additional time beyond ninety days, and if not what the status of this application would be after that time period, and whether it would be reconsidered automatically as soon as the study was completed. Mr. McLean answered saying the question before the Commission is whether to defer this or take action. Mr. Venhaus remarked that based on development plans, recent development and land use patterns in the area, the prima facie evidence is overwhelming that the zoning request is appropriate for two properties at issue, but there is a larger issue. There is a proposal to add another runway in this area in addition to the present existing one that could have some substantial ramifications. The issue of the zoning that is applied to the property is not so significant, but it is as to what the Airport's ultimate plans in terms of land ownership is and the airport complex itself. Undoubtedly, more of these can be expected as opportunities are examined by various individuals for exploitation of property in the vicinity. I believe it is important that before any re -zoning requests are granted, a comprehensive and detailed study should be made by the appropriate City Agency for the orderly and best develop- ment of this entire area. I would suppose that the office of Community Development, under the direction of Mr. Don Venhaus, would be the proper one to make this study.
