The applicant was not present. There were no registered objectors present. Staff
presented the item stating the applicant had submitted a request dated July 31, 2017,
requesting withdrawal of this item, without prejudice. Staff stated they were supportive
of the withdrawal request. There was no further discussion. The item was placed on the
consent agenda and approved as recommended by staff by a vote of 10 ayes, 0 noes
and 1 absent.

Revised PZD Application — Lots 1, 2, & 3 Hougland Addition
Dear Mr. Carney:
We are submitting the enclosed site plan to revise the existing PZD on the referenced project. We are seeking
approval of the change by the Little Rock Planning Commission. The property is composed of three(3) parcels
of land represented on the Plat/Site Plan as Lots 1, 2, & 3. Lots 2 & 3 located on the south end of the
development with frontage on Colonel Glenn Road, will remain vacant lots slated for future commercial
development. Lot 1 will be sold to a church for development of a church facility.
The church development is described as follows: the proposed building is a multi-purpose facility which will
also serve as their sanctuary. As indicated on the attached floor plan the main purpose of the building will be
recreational as most of the floor area (8200 ft.2) is the gymnasium. The remaining spaces include: a fitness
room, cafe style lounge, six (6) multipurpose classrooms and public toilets. The building exterior has not been
designed; however, vision of the pastor is to have a modern aesthetic with a combination of glass and metal
wall panels as the exterior skin. The maximum height of the building will be 29'6". We are anticipating the
roof structure to have a sloped standing seam metal roof.
The church's normal hours of operation is Monday through Saturday 9:00 AM to 5:00 PM, Wednesdays 9:00
AM to 9:00 PM, and Sundays excluding special events will be 9:00 AM to 3:00 PM. No outside use is
anticipated at this time. There will be a ground sign and possibly letters on the building. This is not been
designed at this time and the church would like to submit this for approval at a later date. Based on the
occupant load for 8000 ft.' in the multipurpose area, an assembly occupant load would be 547 people. This
would require 137 parking spaces. We are providing 124 spaces in this phase of construction and are
requesting a waiver of thirteen(13) spaces.
