Tract No. 2 2-250 - 4600 East Roosevelt Road From; "A" -One. -family District To - "I"' Light Industrial District The Staff recommended deferral of the matter for further study of the area around the Airport terminal. Mr. Floyd Fulkerson, representing the applicant, C, H. Briley, was present. He said his plan was approved by the Airport Commission. The Chairman explained to Mr. Fulkerson that the previous application had been deferred until the November meeting at the request of the Airport Commission by letter dated August 27,1971. Mr. Robert Crisp, Manager of the Airport was also present and stated that the letter was written a few days ago and admitted it was very short notice, but that they did not know at the time that these requests were going to be made; that they did not necessarily object to them but just felt that a little more time and study should be given to a more comprehensive planning of the area rourid' and contiguous to the new airport terminal building. The Chairman stated that in both cases the Staff has recommended approval of these requests and even with this approval and development;'the Airport Commission would still have the right of eminent domain_ He asked Mr. Crisp if it would aversely affect the Airport Commission should the Planning Commission recommend approval of this application to the City Board. Mr. Crisp replied that it would not adversely affect them as far as operation is concerned, but they would like to see the area developed in such a manner as to be a credit to the City of Little Rock; that they did not feel that Messrs. Baker and Fulkerson's application are detrimental to it, but felt that more time was necessary for the Planning Staff to make a further study of the whole area. Mr. Fulkerson added that the Airport Commission had given him a 40 foot right-of-way to his property if he developed the property with their approval. Mr. Walker commented that the Airport Commission in effect is opening up Mr. Ful.kerson's property for develop- ment by giving him the access. Mr. Crisp said they did not want to "use that hammer" and did riot intend to, but they were interested only in the property being developed in an orderly manner and that was the whole purpose of their letter. "The only thing we don't want to see is something that would detract from the appearance of the area around the new terminal, something with a smoke stack that would add a lot of pollution, or something of that nature." At this point, Mr. Fulkerson said he would agree to a deferment of sixty days. A motion was made for deferral to the November 7th meeting, which was seconded and passed.
