I think this whole v area should not be hidden with too many commercial establishments. I understand an attempt will be made to erect a motel across the street from this beautiful park. The historic buildings in the park built many years ago, house many rare treasures, and are open to the public. These buildings, the displays and the park, in general, with its beauty and serenity are widely known as one of our city's landmarks, and highly recommended to visit. Surely when the traveler comes to our city, the view from the park will not be very inviting to the eye if its nearby area is too commericalized. I strongly urge you to use your influence to not allow a motel be erected near one of Little Rock's most interesting, educational and historical spots. November 20, 1972 Since new members aie added to the Board of Adjustment from time to time, I am sure each of you would like to know as much as you can about that part of the Quapaw area which is being considered today as you can. I am Athalee Walrod and my partner is Miss Joan Kemper. We live at 923! McAlmont Street. We bought this lot we live on in 1937 from fred Schmutz, who was guardian for an incompetent. Mr. Schumtz had the house on this lot com- pletely renovated, and we then bought it for $3250. This was a big price in those days. One straight wall ran through the center of the house with three doors giving access to either side. We closed these doors in 1941, and made the north side into an apartment to be rented as 921 McAlmont St. We made the south side into another apartment in 1944, and called it 923 McAlmont St. We built the house where we now live in 1946 and called it 923! McAlmont St. We have always done most of the work ourselves. We finshed the interior of 923; McAlmont St. such as sheet rock, hard- wood flporing, windows, etc. ourselves. We did the concrete work and drainage too, and have always kept the place in A-1 condition, calling in qualified artisans when necessary. We have a strong attachment for this place ~nd here we ex- pect to spend the remainder of our days ; We also have a love for our surroundings such as the park, churches and schools. It has grieved us very much to see the ·devastation wrought .bY Mr. W.A. Saunders in our block in the last seven.years. We have had to stand by and see Mr. Saunders cut down more than forty trees in our block whila other people in our city are planting trees to preserve the ecology and decrease smog. Some of the trees which he cut were between the side- walk and the street; making them the property of the city All th~ trees were healthy. No one moved to stop him. Mr. Saunders just doesn't like any vegetation on his property. When the freeway came through and was finished in this area, no erie knew what would come next. Their homes ·needed care, but .. . Page 2 they didn't want to put money into something which they might have to leave. The city told them nothing, and they waited. Mr. Saunders came one day to Lawrence Bachman in the duplex at 913 McAlmont St. with a garage in the rear where he re- paired automobiles and lawn mowers. Mr. Saunders asked Mr. Bachman how much he would take for his pro~~rty. Mr. Bachman said it was not for sale, but after thinking a bit, he asked Mr. Saunders how much he would give him. Mr. Saunders said $30,000, and Mr. Bachman said, "It's yours." He moved to 1523 Bragg St on 1 November 1965, where he is very unhappy with his surroundings. He has since had a stroke. He s'ys he would gladly give the money back if he could turn back the clock and be in his old ho~o •. Not loQg after the above happening, Mr. Saunders paid $27,500 to Louis Hart of 5221 "J" St. for his old horne at 919 McAlmont St. Mr. Hart had already moved near St. Mary's and Catholic High to place his children in school there. After his first two purchases, Mr. Saunders and his wife began to have second thoughts about ·having bought into our neighborhood. They had offered Louis Strack of 925 McAlmont $25,000 for his property, but had kept him dangling for a year. Mr. Strack had promised Iii is wife after their golden wedding anniversary that he would build her a brand new house, and he hired a lawyer and persuaded Mr. Saunders to come across with the $25,000. Mr. Strack built a new house at 1020 Commerce for -$15,000 and is -very contented since he is still living on a street bordering MacArthur Park, and in the Quapaw Qtr. The two remaining lots, aside from ours, owned by Mrs. Rush- ing of Leslie, Arkansas and her brother of Little Ro~k fell to Mr. Saunders for an unknown price.-We are the last, and here we expect to stay until we die. The houses which Mr. Saunders purchased have given him con- siderable trouble from time to time. At one time, he kept the upper of our alley blocked for three months. When any one compla~ned, he said he was working on it. He was--every .,. . . \ Page 3 few days. He would work on the blocked sewer for an hour or so. I finally complained to the health authorities about the stench, but Mr. Saunders is a millionaire several times over and must not be offended. He does all his own work. He has only mowed the grass on the vacant lots and surroundings twice in the seven years since his reign. About every six months, I call whatever city official I think might help me and complain about the . vermin thrivimg in his weetls, and which I must keep out poison to erradicate. I also com plain about the nice cont~ete sidewalks rendered impassible by his seeds and trash. Mr. Saunders may come out and move the trash to another spot, and I am too dis- gusted to do more about it until the rats make headquarters in the new pile. Anything Mr. Saunders may build will be a new beginning, but the back side of the building will probably become an alley with garbage cans, trucks, etc. to be seen by all who visit MacArthur Park. For example: look across the street from St. Edwards school at the Quapaw Towers. It doesn't look very nice around the back entrance. Mr. Dillaha says Mr. Saunders' motel will not cause an ad- ditional traffic problem on 9th St. or the access road to the freeway. Mr. Wassell said that would be at the south end of the building and would be properly screened from Lot 11 that is not included in this project. She stated that this area was too small for the proposed project. She would like a 2 ft. concrete wall to prot~ct her property from the driveways. Also, she would like to have some kind of cover for the swimming pool area. She said there would be noise from trucks and air conditioning units. She understood that they proposed to close the alley. Mr. Wassell said that (1) there will be concrete walls built to protect her property from the automobiles (2) the swimming pool will be enclosed. (3) the air-conditioning units will be placed on top of the building as far away from her property as possible (4) the present plans do not include closing the alley. In fact, they need the alley. She further stated that there were churches close to the area and she was wondering if the motel would have a liquor store in it. He gave an account of the number of hotel and motel units already in operation in the area. He said that this proposed project would make a total of 500 such units on the east side of Main Street. Director Warren "Bud" Baldwin asked that the ordi- nance to e;,tablish the code be left on first reading until a full b o a r d membership was present. Two of the seven members were absent Mon· day, including Mayor George E. Wimberly who met with as- sociation members and con- tractors to try to settle the dis- pute. Venhaus said in a memo to lhe. board that the code ad- dresses itself to "consumer p~otect1on" and that "The as- surance of proper design and installation of air-conditioning systems seems an entirely le- gitimate and necessary ex- ercise of public authority." Darrell Thomas, president of the association, said the city's province was regulating "health and safety." He said that the only standard of ade- quate air conditioning was c.omfort.
