Subject, property is bordered by '9F" zoning on the west, north and to the east across Wolfe Street. Adjacent on the south an apartment structure exists. The applicant has expressed a desire to combine this tract with the exist- ing commercial property to the north to re -develop as a new retail outlet." ®2= Planning Commission Minutes February 4, 1971 Mr. J. V. Cooper, who owns property at the corner of 19th and Wolfe Streets, and is a minister of a church at 1724 Wolfe Street, was present in opposition. He read a statement from eleven property owners in the neighborhood who wPrp opposed to the rezoning citing the increase of social ills and ageneral degrading of the neighborhood'by an expansion of the requested commercial zoning. Deacon Smith, representing the Trustees of Emmanuel Baptist Church,1868 Wolfe Street was also present stating that it was dangerous to hold services -at night because of hoodlums at this intersection, and that the present commercial activity at this corner was a nuisance. Mr. John Lewellen, 1922 Wolfe, said he had lived in the neighborhood since 1964 and that he supported the statements made by Messrs. Cooper and Smith as to the social problems existing there now which he said would get progressively worse if the rezoning request was granted. The Chairman commented that the problems referred to had been there for some- time and were not peculiar to this particular area, and were not relevant to the zoning change request. Mr. Frank Cox, attorney for the applicant, was present stating that property across the street was zoned commercial as well as that to the south; that there are two nice apartments facing 19th Street on the northeast corner. He added that the applicant wants to expand his business operation and will provide ample off-street parking for customers. The applicant had bought the property adjacent on which there was a dilapidated dwelling that had been demolished, and since this is a well established business district on Wright avenue, he requested favorable consideration by the Commission. A motion was made for a pp royal of the requested rezoning to "F" -Commercial which was seconded and passed. Mr. Lyon assured the protestants that the Commission was aware of the problems they had outlined, but that there were several channels through which these could be handled and that it was not within the purview of the Commission to take any action in this regard, and in view of the circumstances it was as obvious to the Staff as it was to the Commission that the "F" zoning was entirely proper in that area. Mr. Crawford abstained from voting on the application.
